COMMISSIONERS’ PROCEEDINGS

Week of February 25, 2002

 

          The Grant County Commissioners session was called to order at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board.

 

          The Commissioners read and approved the minutes of the preceding session as written.

 

          The Commissions appointed Lisa Karstetter to a position on the Grant County Tourism Commission.

 

          The Commissioners received the resignation of Shirley Heer from the Mental Health Advisory Board.

 

          Chairman Snead was authorized to sign approval of the Liquor License application of the Ephrata Raceway Park.

 

          Chairman Snead was authorized to sign approval of the Liquor License application of Southern Crosse Imports.

 

          The Commissioners received a signed copy of the Lease agreement between Washington State Military Department and Grant County Multi-Agency Communications Center.

 

          A motion was made by Commissioner Allison, seconded by Commissioner Moore that Resolution Number 2002-33-CC relating to the transfer of funds within the 2002 budget of the Economic Enhancement Fund #113, Department #155 in the total amount of $88,540 be passed.  The motion carried.

 

          As of this date the Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors Office 2/25/02 in the total amount of $698,844.81.

 

          The Commissioners approved the salary increase of Tammera Roloff of the Juvenile Department to $1,052.55.

 

          The Commissioners approved the request from Grant Mental Healthcare for a budget extension in the Directions in Community Living Home Care Program.

 

          The Commissioners approved the salary increase of Orvella Fields of the Prosecuting Attorney’s Office to 90% of a Secretary II, effective March 1, 2002.

 

          As there was no further business to come before the Board the session was continued until February 26, 2002.

 

 

 

 

 

February 26, 2002

 

          The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board.

 

          The Commissioners met with the Public Works Director regarding Bid Opening-Landfill Irrigation Project, Bid Opening-Two-Way Radios and Programming, Bid opening-Royal City Shop, Franchise Hearing-PUD, Franchise Hearing-Zirkle Fruit Co. waterline, Contract Execution-Air Compressor, Authorization to Call for Bids-Beverly Burke Road, Authorization to Call for Bids-Asphalt Crack Sealant Materials for 2002, Recommendation of Award-64,000 gvw Truck Chassis.

 

          The Commissioners held a Bid Opening for the Ephrata Landfill Irrigation System.  A motion was made by Commissioner Moore, seconded by Commissioner Allison to refer the bids to Public Works for their review and recommendation.  The motion carried.

 

          The Commissioners signed the Authorization to call for bids on Beverly-Burke Rd.  Bid opening to beheld on March 19, 2002 at 10:30 a.m.

 

          The Commissioners signed the Authorization to call for bids on the Asphalt Crack Sealant Materials for 2002.  The Bid opening to be held March 12, 2002 at 10:50 a.m.

 

          The Commissioners upheld the recommendation of the Public Works Director and awarded the bid for the 64,000 gvw Truck Chassis to Freedom Freightliner, Inc. in the amount of $87,533.98.

 

          The Commissioners opened bids for the Public Works Shop Facility.  A motion was made by Commissioner Allison, seconded by Commissioner Moore to refer the bids to Public Works and the architect for review and recommendation.  The motion carried.

 

          The Commissioners held a bid opening for two way radios.  A motion was made by Commissioner Moore, seconded by Commissioner Allison that the bids be referred to Public Works for their review and recommendation.  The motion carried.

 

          The Commissioners received a signed copy of the Contract with Horizon Electric, Inc. for Equipment Contract 2002-03.

 

          The Commissioners approved the request by Grant County PARC for implementation of the salary for the new position of Program Director at $3,538 per month.

 

          The Commissioners held a Public Hearing on the request by Public Utility District No. 2 of Grant County for an amended franchise to construct, operate, and maintain telecommunications facilities on all Grant County Rights of Way.  A motion was made by Commissioners Allison, seconded by Commissioner Moore to uphold the Public Works Director recommendation and approve the requested amended franchise.  The motion carried.

 

          The Commissioners held a Public Hearing on the Franchise application of Zirkle Fruit Company to construct, operate and maintain an irrigation pipeline along 10.5 SE located in the SE ¼ of the NW ¼ of Section 29, Township 17 N., Range 28 E. W.M.  Based on the Public Works Director’s recommendation a motion was made by Commissioner Moore, seconded by Commissioner Allison to approve the franchise as presented.  The motion carried.

 

          A motion was made by Commissioner Allison, seconded by Commissioner Snead that Resolution Number 2002-34-CC honoring the Moses Lake High School Wrestling Team be passed.  The motion carried.

 

          A motion was made by Commissioner Allison, seconded by Commissioner Snead that Resolution Number 2002-35-CC honoring the Warden High School Wrestling Team be passed.  The motion carried.

 

          The Commissioners signed the Public Works Payroll journal for the month of February in the amount of $303,699.49.

 

          The Commissioners signed the Public Works Claims Fund Voucher Approval #02-1 through #02-4 in the total amount of $38,315.82.

 

          The Commissioners signed the February payroll warrants list #131096 through #131747

 

          As there was no further business to come before the Board the session was adjourned until March 11, 2002.
