The Grant County Commissioners session
was called to order at
The Commissioners read and approved
the minutes of the preceding session as written.
The Commissioners approved the Request
for Transfer of Funds in the Fair Budget in the amount of $5,000.
As of this date the Board by a
majority vote does approve for payment those vouchers filed in the Auditors
Office
The Commissioners approved the salary
increase of Nancy Adame of the Sheriff’s Department to $2,218 per month.
The Commissioners approved the
starting salary of Danielle Harris of the District Court Office at $1,551.20
per month effective
The Commissioners approved the salary
increase of Jessica K. Strawn of the Grant County Fairgrounds to $8.50 per
hour.
The Commissioners held a Public Hearing
regarding the Reasonable Use Exception application to allow construction of a
duplex on a lot in the Rural Residential-2 zone requested by Mary Kile for the
Thomas Johnson Estate. A motion was made
by Commissioner Allison, seconded by Commissioner Moore that Resolution Number
2002-105-CC in the matter of approving the requested Reasonable Use Exception
be passed. The motion carried.
Chairman Snead was authorized to sign
the Certification of Intent to incorporate the National Environmental Policy
Act (NEPA) requirements into the planning process. The document was then sent to the Washington

The Commissioners met with the Public
Works Director regarding 1:30 Bid Opening-Loring Drive, 1:45 Bid Opening-12
SE/SW Road, Authorization to Call for Bids-12-SW/13-SE, Personnel-Light
Operator/Rd. Dist. No. 3-John Brissey, CRAB form, Larson Mail Boxes, District
No. 3 Shop/Quincy.
The Commissioners signed the Authorization
to Call for Bids on 13-SW/13-SE Roads.
Bid opening date to be
The Commissioners held a Bid Opening
on the Loring Drive Road Project. A
motion was made by Commissioner Moore, seconded by Commissioner Snead to refer
the bids to Public Works for their review and
recommendation. The motion
carried.
The Commissioners held a Bid Opening
on the 12-SW/SE Overlay road project. A
motion was made by Commissioner Moore, seconded by Commissioner Snead to refer
the bids to Public Works for their review and recommendation. The motion carried.
The Commissioners continued the Public
Hearing on the 2001 Comprehensive Plan Amendments.
2001-32-Martell Palmer Land Use Designation
Change request from Rural Urban Reserve to Rural Freeway Commercial. Each of the Commissioners stated for the
record that they were acquainted with both Mr. Palmer as he was a member of the
Planning Commission, and Mrs. Palmer as she worked in the Commissioners
Office. No one in the audience raised

recommendation of the Public Works Director and awarded the bid on the Loring Drive
Road project to Hilmes Construction, Inc. in the amount of $246,161.55.

for a salary increase for George “Jake” Geisinger of the Grant County
Fairgrounds to Step 6 of band 10 at $3,056 per month effective
The Commissioners notified the
Accounting Department, Elected Officials and Department Heads regarding salary
increases for the year 2002.
The Commissioners held a continuation
of the Public Hearing on the 2001 Comprehensive Plan Amendments. Chairman Snead invited

Britt, First Line Seeds. Requested a
land use designation change from Agriculture to Light Industrial. Attorney Larry Larson represented Mr. Britt
and explained what is already located in the area. A motion was made by Commissioner Moore,
seconded by Commissioner Allison to close public comment. The motion carried. A motion was made by Commissioner Moore,
seconded by Commissioner Allison to change the property designation from
Agriculture to Light Industrial, with findings as provided by Planning Staff. The motion carried.
2001-38-Ed
Sivula. Requested a land use designation
change from Rural Remote to Rural Residential.
Mr. Sivula was in attendance and submitted written testimony and also
spoke regarding his request. A motion
was made by Commissioner Moore, seconded by Commissioner Allison to close
public comment. The motion carried. After discussion a motion was made by
Commissioner Allison, seconded by Commissioner Moore to approve the requested
change to Rural Residential on parcel #016-1639-015 with findings as provided
by the Planning Staff, and to deny the requested change on parcel #016-1641-004
with findings as provided by the Planning Staff. The motion carried.
2001-1-Jerry
Amoruso,
2001-16-Richard
DeJean, Crab Creek. Requested a land use
designation change from Open Space Conservation to Agriculture, Commercial
Recreation, and Open Space Recreation.
Mr. DeJean is concerned that he will not be able to do anything with his
property as presently zoned. It was
explained to him that he would be able to do many of the things he was
interested in with the property as presently designated. A motion was made by Commissioner Moore,
seconded by Commissioner Allison to close the public comment. The motion carried. A motion was made by Commissioner Moore,
seconded by Commissioner Allison to uphold the Planning Commission denial of
this request. The motion carried.
A motion was made by Commissioner Allison, seconded by
Commissioner Moore to continue this hearing to July 30, at
