COMMISSIONERS’ PROCEEDINGS

Week of November 4, 2002

 

          The Grant County Commissioners session was called to order at 9:00 a.m. on November 4, 2002 by Chairman Tim Snead.  All of the Commissioners were in attendance with the Clerk of the Board.

 

          The Commissioners read and approved the minutes of the preceding session as written.

 

          A motion was made by Commissioner Allison, seconded by Commissioner Moore that Resolution Number 2002-l65-CC regarding the Strategic Infrastructure Committee recommendation for funding of the Railroad Task Force Feasibility/Cost Study be passed.  The motion carried.

 

          The Commissioners signed the Payroll Warrants List for the month of October.

 

          The Commissioners received notification from the New Hope Domestic Violence and Sexual Assault Services that they have enough revenue in their 2002 budget to implement longevity and the step increases retroactive to July 1, 2002.

 

          The Commissioners approved the requested transfer of funds to the Building Department’s Repair and Demolition fund in the amount of $7,007 for the abatement located at 1916 Ephrata Avenue.

 

          Chairman Snead was authorized to sign the Notice of Separation or Work Interruption of Dennis L. Haley of the Juvenile Department.

 

          As of this date the Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors Office 11/04/02 in the total amount of $592,161.59.

 

          As of this date the Board by a majority vote does approve for payment those vouchers included in the list filed in the Auditors office 10/31/02 in the total amount of $29,313.46.

 

          As there was no further business to come before the Board the session was continued until November 5, 2002.

 

November 5, 2002

 

          The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board.

 

          The Commissioners reappointed Richard Hoyt and David Canfield to positions on the Grant County Civil Service Commission.

 

          The Commissioners met with the Public Works Director regarding 1:30 bid opening-Landfill Scale, Hearing Resolution-Speed Limit Modification, Fairgrounds, Willow Springs Bridge, Budget, Road Districts Return to 5-8 hour days, Starting Final Design on New Cell at Landfill.

          The Commissioners held a Bid Opening on the Landfill Solid Waste Project.  A motion was made by Commissioner Moore, seconded by Commissioner Allison to refer the bids to Public Works for their review and recommendation.  The motion carried.

 

          The Commissioners held a Public Hearing to re-adopt RAID Ordinances.  After due consideration a motion was made by Commissioner Allison, seconded by Commissioner Moore that Ordinance Number 2002-166-CC, 2002-167-CC, 2002-168-CC, 2002-169-CC, 2002-170-CC, 2002-171-CC, 2002-172-CC, 2002-173-CC, and 2002-174-CC be adopted for 6 months.  The motion carried.

 

          Chairman Snead was authorized to sign the Interagency Agreement between the State of Washington, Department of Transportation, and Grant County for the right to use WSDOT’s Optional Use Contract with ImageSource, Inc., Contract Number DP00539.

 

          As there was no further business to come before the Board the session was continued until November 6, 2002.

 

November 6, 2002

 

          The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board.

 

          The Commissioners signed Resolution Number 2002-175-CC adopting amendments to the Deferred Compensation Plan.

 

          The Commissioners set a Public Hearing for November 19, 2002 at 1:00 p.m. regarding requests for supplemental budget in the Current Expense fund #001, Sheriff’s Department #114 in the amount of $3,000.

 

          The Commissioners received notice from the Grant County Developmental Disabilities Department that they have enough revenue in the year 2002 budget to implement longevity retroactive to July 1, 2002.

 

          The Commissioners appointed Bob Russell to a position on the Grant County Tourism Commission.

 

          As there was no further business to come before the Board the session was adjourned until November 12, 2002
