COMMISSIONERS’ PROCEEDINGS

Week of April 14, 2003

 

 

            The Grant County Commissioners session was called to order at 9:00 a.m. by the Chair of the Board, Deborah Moore, with all of the Commissioners in attendance with the Clerk of the Board.

 

            The Commissioners reviewed the Commissioners’ Proceedings for the week of April 7, 2003, and requested that page one, paragraph three, line two be changed to read: “ . . . of Scott Clark, Director of Public Works, Director of Planning that the . . .” With this correction, the Commissioners approved the minutes of the April 7, 2003, session.

 

            As of this date the Board by a majority vote does approve for payment those vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, and have been recorded on a listing which has been made available to the Board in the amount of $1,826,724.42.

 

            The Chair of the Board was authorized to sign the Gerald Trautman Short Plat Final Plat Submission and Review, File #02-3490.

 

            The Chair of the Board was authorized to sign the Garf Ivory Short Plat Final Plat Submission and Review, File #03-3537.

 

            The Commissioners approved the following Salary/Wage Changes:

 

            Ruth Grigg                       Civil Service Secretary/Chief Examiner     $11.82 per hour

            Reyna Gonzales               Grant Mental Healthcare                          $2,532.00 per month

            Christal White                  Grant Mental Healthcare                          $4,913.00 per month

            The Commissioners approved the separation dates as follows:

 

            Carol D. Stockdale          Juvenile Department                                 effective April 4, 2003

            Nicole Leahy                   Grant Mental Healthcare                          effective April 1, 2003

            Carla Marconi                 Grant Mental Healthcare                          effective April 1, 2003

 

            A motion was made by Commissioner Allison, seconded by Commissioner Snead that Resolution No. 2003-043-CC, a resolution authorizing an appropriation and expenditure of fund for Affordable Housing Fund #129, Department #171, in the amount of $90,000, be passed. Motion carried.

 

            A motion was made by Commissioner Snead, seconded by Commissioner Allison, that Resolution No. 2003-044-CC, a resolution relating to a supplemental extension in the 2003 budget of the Law & Justice Fund #121, Department #163, due to unanticipated state and/or federal funds in the amount of $146,570, be passed. Motion carried.

 

            The Chair of the Board was authorized to sign the Agreement between Grant County and CML Specialties, Inc., for the Grant County Jail Lock Replacement Project.

 

            The Commissioners approved the Amendment to Business Associate Contract, Agreement for Use of Morgue, Samaritan Healthcare.

 

            The Commissioners received a Summons and Complaint from Steve Obershaw and Sandra Obershaw. The matter was referred to the Prosecuting Attorney for handling.

 

            The Chair of the Board was authorized to sign the Federal Annual Certificate Report, Law Enforcement Agency: Grant County Sheriff’s Office, NCIC/ORI/Tracking No.: WA013000, for the periods ending December 31, 2000, December 31, 2001, and December 31, 2002.

 

            The Commissioners signed the Public Works Claims Fund Voucher Approval No. 03-1 through No. 03-200 in the total amount of $959,403.06.

 

            The Commissioners set a Public Hearing for May 5, 2003, at 2:00 p.m., Commissioners Hearing Room, Grant County Courthouse, Ephrata, regarding requests for supplemental/new budget in the Current Expense fund #001, Juvenile Department #117 in the amount of $29,939.

 

            A motion was made by Commissioner Snead, seconded by Commissioner Allison, that Resolution No. 2003-046-CC, an Ordinance: Confirming the Final Assessment Roll for Grant County Road Improvement District (CRID) No. 2001-01; certifying said Assessment Roll to the County Treasurer for Collection; directing the County Treasurer to provide notice that the Assessment roll is in his hands for collection; providing for the time in which assessments and installments thereof are to be paid; providing for the penalty payable on delinquent assessments and installments thereof; and, other matters properly related thereto, be passed. Motion carried.

 

            A motion was made by Commissioner Allison, seconded by Commissioner Snead, that Resolution No. 2003-047-CC, an Ordinance: confirming the Final Assessment Roll for Grant County Road Improvement District (CRID) No. 2001-02; certifying said Assessment Roll to the County Treasurer for collection; setting forth procedures relating to exemptions, constructive notice of potential liability and, withdrawal from classification or change in use; directing the County Treasurer to provide notice that the Assessment Roll is in his hands for collection; providing for the time in which assessments and installments thereof are to be paid; providing for the penalty payable on delinquent assessments and installments thereof; and, other matters properly relating thereto, be passed. Motion carried.

April 15, 2003

 

            The session was continued at 9:00 a.m. Commissioners Moore and Snead in attendance with the Clerk of the Board. Commissioner Allison was out of town.

 

            The Commissioners met with Derek Pohle, Director/County Road Engineer, Public Works Department, regarding the following: Public Hearing, Six Year Transportation Improvement Program for the years 2003 – 2008; Authorization to Call for Bids – Re-Striping Program 2003, CRU 01-17, MC250 & MC800 Liquid Asphalt – 2003; Execution of Contract – Landfill Access Road, 2003 Herbicide Application Program; U-SE Path; Farm Unit Lease.

 

            The Commissioners signed the following Authorization to Call for Bids:

 

Re-Striping Program 2003, CRP 01-17. Bids are to be opened May 6, 2003 at 1:45 p.m.; and

MC250 & MC800 Liquid Asphalt – 2003. Bids are to be opened April 29, 2003 at 2:00 p.m.

 

            The Commissioners approved the recommendation of Derek Pohle, Director/County Road Engineer, Public Works Department, that Landfill Access Road Contract be awarded to Central Washington Asphalt, Moses Lake, Washington.

 

            The Commissioners approved the recommendation of Derek Pohle, Director/County Road Engineer, Public Works Department, that the 2003 Herbicide Application Program be awarded to DeAngelo Brothers, Veradale, Washington.

 

            A Public Hearing was held regarding the Comprehensive Six Year Transportation Improvement Program. A motion was made by Commissioner Snead, seconded by Commissioner Moore, that Resolution No. 2003-045-CC, a resolution in the matter of amending the Comprehensive Six Year Transportation Improvement Program for the years 2003 to 2008, as presented, be passed. Motion carried. Being familiar with the record and based on the recommendation by Public Works Department, Commissioner Allison signed the Resolution.

 

            The Chair of the Board was authorized to sign the following Premera Blue Cross Group Contracts for Grant County:

 

1.                  Grant County Plan 6 (Traditional) 2B131-01-05, 07, 2B132;

2.                  Grant County PPO 5, 2B133-01-03;

3.                  Grant County Retiree Plan Retirees Without Medicare Plan 4 (Traditional) 2B077-01-02;

4.                  Grant County Retiree Plan Retirees With Medicare Plan 4 (Traditional) 2B076-01-05; and

5.                  Grant County Retiree Plan LEOFF I Retirees Without Medicare Plan 2 (Traditional) 2B078-01-03.

 

 

 

April 16, 2003

 

            The session was continued at 9:00 a.m. Commissioners Moore and Snead in attendance with the Clerk of the Board. Commissioner Allison was out of town.

 

            The Commissioners approved the following Salary/Wage Changes for Eliazar Martinez, Juvenile Department, to $2,536.00 per month

 

            The Commissioners approved the Request for Transfer of Funds in Sheriff’s Office, Department #125, Current Expense Fund #001, in the amount of $2,100 to re-allocate budget to re-allocate budget for proper classification of radar equipment purchase.

 

            As there was no further business to come before the Board the session was adjourned until April 21, 2003.
