COMMISSIONERS’ PROCEEDINGS
Week of February 3, 2003
The
Grant County Commissioners session was called to order at 9:00 a.m. by the Chair of the Board, Deborah Moore. All of
the Commissioners were in attendance with the Clerk of the Board.
The
Commissioners read and approved the minutes of
the January 27, 2003,
session as written.
The
Chair of the Board was authorized to sign the Department of Ecology Solid Waste
and Financial Assistance Program Application for Community Litter Cleanup
Program Funds 2003-2005. Project: litter pickup and illegal dump cleanup
education and information. Recipient: Sheriff’s Office.
The
Commissioners signed the Public Works Payroll
Journal for the month of January in the amount of $329,808.14
The
Commissioners held a Public Hearing regarding
the amendment of the Comprehensive Plan for three (3) Ephrata Area Rural Areas
of More Intensive Development (RAIDs) as identified in Ordinance No.
2002-166-CC. The purpose of this proposal is to consider the amendment of the
land use designations for those areas in order to become GMA compliant as
mandated by the final decisions and orders of the Eastern Washington Growth
Management Hearings Board and state law. After discussion, a motion was made by
Commissioner Allison, seconded by Commissioner Snead, to postpone the hearing
for one week so that the matter could be further looked into. The motion
carried. The hearing was rescheduled for: Monday, February 10, 2002, 1:30
p.m., Commissioner’s Hearing Room.
As
of this date the Board by a majority vote does approve for payment those
vouchers audited and certified by the auditing officer as required by RCW
42.24.080, and those expense reimbursement claims certified as required by RCW
42.24.090, and have been recorded on a listing which has been made available to
the Board in the amount of $502,564.95.
As
of this date the Board by a majority vote does approve for payment those

the Board in the amount of $26,467.47.
The
Commissioners signed the Public Works Claims
Fund Voucher Approval No. 01-1 through No. 01-100 in the total amount of
$388,440.75.
The
Commissioners signed the Payroll Final
Register for the month of January 2003.
As
of this date the Board by a majority vote does approve for payment the
Washington State Association of Counties 2003 Monthly Transportation Dues and
2003 Monthly General Dues.
The
Chair of the Board was authorized to sign approval of the Notice of Liquor
License Application from Southern Crosse Imports, Royal
City. Applicants: Southern Crosse
Imports LLC.
The
Commissioners approved the request for out of
state travel for Chief Deputy John Dazell to attend the Northwest Polygraph
Association seminar in Hood River, Oregon,
February 1 and 2, 2003.
The
Commissioners approved the request for out of
state travel for Sheriff Frank DeTrolio to attend the Western States Sheriff’s
Conference in Las Vegas, Nevada,
February 17 – 21, 2003.
The
Chair of the Board was authorized to sign approval of the Special Occasion
License Application of the Grant County District #8 Volunteers Association, Mattawa,
Washington, from the Washington State
Liquor Control Board.
The
Commissioners approved the Noxious Weed
Control Board of Grant County’s recommendation to appoint Douglas B. Anderson
as Director of Section 5.
The
Commissioners approved the salary increase of
Sue Scott, Developmental Disabilities Residential, to $1,363.46 per month.
The
Commissioners approved the salary increase of Michelle Dodsen, Developmental
Disabilities Residential, to $2,153.75 per month.
The
Commissioners approved the salary increase of Karla Whitney, Developmental
Disabilities Residential, to $1,617.69 per month.
The
Commissioners approved the salary increase of Mattew Morrison, Developmental
Disabilities Residential, to $1,712.84 per month.
The
Commissioners approved the salary increase of Mark Ames, Jail, to $2,929.11 per
month.
The
Commissioners approved the salary increase of Carla Payne, Sheriff’s Office, to
$2,370.00 per month.
The
Commissioners approved the salary increase of John Sainsbury, Sheriff’s Office,
to $3,262.41 per month.
The
Commissioners approved the salary increase of L. Scott Granger, Sheriff’s
Office, to $3,845.11 per month.
The
Commissioners approved the salary increase of Mark Biallas, Sheriff’s Office,
to $3,845.11 per month.
The
Commissioners approved the salary increase of John Wallace, Sheriff’s Office,
to $3,698.69 per month.
The
Commissioners approved the salary increase of Josh Erickson, Jail, to $2,623.18
per month.
The
Commissioners approved the starting salary of Rene Garza, Jail, at $2,347.05
per month.
The
Commissioners did resolve to deny waiving the benefit eligibility period and probationary
period for GIS Coordinator candidate for the Assessor’s office.
The
Commissioners approved the starting salary of
John Rapp, Courthouse Facilities, at $1,937.00 per month and denied waiving the
benefit eligibility period and probationary period.
The
Commissioners approved for distribution to Elected
Officials and Department Heads
the following Policy Memos: 03-03, Personal Use of County Mail Services; and
03-04, Reimbursement For Personal Calls Made On County Owned Cell Phones.

The
session was continued at 9:00 a.m.
with all of the Commissioners in attendance
with the Clerk of the Board.
The
Commissioners approved the request from the
Auditor to use the services of Rapidigm to support the Auditor’s Office
software.
The
Commissioners met with the Public Works
Department regarding the following: Notice of Hearing Resolution – Leasing and
Selling Farm Unit 64; Contract Execution – Farmway Implement – 4x4 Tractor
w/cab Central Machinery Sales, Inc. – 4.5 cy Wheel Loader; Award Letters –
Off-Highway Dump Truck, Single Drum Vibratory Roller, Equipment Trailers;
Authorization to Call for Bids – Bridge #377, A-NW Road., CRP 02-17, Bridge
#378, 9-NW Road., CRP 02-18; Authorization to Call for Bids – Equipment
Contract 2003-10; 200:00 p.m. Hearing Continued/CRID2001-2/10-NW Road; Sparks
Plat – James Hill.
The
Commissioners signed the Authorization to Call
for Bids on Bridge #377, A-NW Rd., CRP 02-17; Bridge #78, 9-NW Rd., CRP 02-18;
Br. #377/TA 2368 & Br. #378/TA 2369. Bids to be opened February 25, 2003, at 1:30 p.m.
The
Commissioners signed the Authorization to Call
for Bids on Equipment Contract 2003-10: Four 45 watt Mobile Radios; One 125 ft.
antenna tower on Beezley Hill; One 100 watt Repeater Station on Beezley Hill;
One 30 ft. antenna tower on Mattawa Shop; One 50 watt Repeater Station; 40
Programming Services. Bids to opened February
18, 2003, at 2:00 p.m.
A
motion was made by Commissioner Allison, seconded by Commissioner Snead, that
Resolution Number 2003-012-CC in the matter of leasing and selling a portion of
Farm Unit 64, Block 75, in the Columbia Basin Irrigation Project, be passed.
The motion carried.
The
Commissioners signed the Contract between Grant
County and Farmway Implement, Inc.,
Quincy, Washington,
for Equipment Contract 2003-03.
The
Commissioners signed the Contract between Grant
County and Central Machinery Sales,
Inc., Moses Lake, Washington, for Equipment Contract 2003-04.
The
Commissioners received a petition regarding
the baseline and Goodrich Roads approaching Potato
Hill Road. The petition was forwarded to the
Public Works Department for review and action.
The
Commissioners approved the recommendation of Derek
Pohle, Director, Public Works Department, regarding: Contract
2003-08 Item 1: Two (2) 4-door sedans (Assessor and P.A.), contract to awarded
to Wendle Motors, Inc., Spokane, Washington.
Item 2: One (1) 4x2 small extended cab pickup w/auto (Assessor) contract to be
awarded to Wendle Motors, Inc., Spokane, Washington.
Item 3: One (1) 4x4 small extended cab pickup w/auto (Sheriff), contract to be
awarded to State Bid: Sound Ford, Renton, Washington.
Item 4: Eight (8) 4x2 ½ ton regular cab pickup w/auto (Public Works) contract
to be awarded to Wendle Motors, Inc., Spokane, Washington. Item 5: One (1) 4x2
½ ton extended cab pickup w/auto (Engineering) contract to be awarded to
Discovery Ford, Moses Lake, Washington. Item 6: Five (5) 4x4 ½ ton extended cab
pickup w/auto (Supervisors/Foremen) contract to be awarded to Wendle Motors,
Inc., Spokane, Washington.
This was the low bid, however, Public Works recommend awarding Item 7A with an
adjustment for the larger 5.3 liter V8 engine, bedliner and block heater, up
charge of $2,372.80 for five units. Therefore No Award for Item 6 is
recommended. Item 7: One (1) 4x4 ½ ton extended cab pickup w/auto (Building)
contract to be awarded to Wendle Motors, Inc., Spokane, Washington. Item 7A:
Five (5) 4x4 ½ ton extended cab pickup w/auto (Supervisors and Foremen)
contract to be awarded to Wendle Motors, Inc., Spokane,
Washington. Item 8: One (1) 4x2
HD 3/4 ton crew cab pickup w/auto (District 2) contract to be awarded to Wendle
Motors, Inc., Spokane, Washington. Item 9: One (1) 4x4 3/4 ton extended cab
pickup w/auto (Coroner) contract to be awarded to Wendle Motors, Inc., Spokane,
Washington. Item 10: one (1) 4x2 Super Duty
regular cab pickup w/auto (Bridge) contract to be awarded to Wendle Motors,
Inc., Spokane, Washington. Item 11: Two (2) 15 passenger vans w/auto and 12
passenger option (Sheriff) contract to be awarded to State Bid: Sound Ford, Renton,
Washington.
The
Commissioners approved the recommendation of Derek
Pohle, Director, Public Works Department, regarding Contract
2003-06, one (1) single drum vibratory soil roller, contract to be awarded to
Rowand Machinery Company, Spokane, Washington.
The
Commissioners approved the recommendation of Derek
Pohle, Director, Public Works Department, regarding Contract
2003-07, Item 1: one (1) tilt trailer with 60,000 lb. gvw, contract to be
awarded to Star Rental & Sales, Yakima, Washington. Item 2: one (1)
hydraulic detachable gooseneck trailer with 100,000 lb. gvw, contract to be
awarded to Western Power & Equipment, Spokane,
Washington.
The
Commissioners approved the recommendation of Derek
Pohle, Director, Public Works Department, regarding Contract
2003-08, one (1) 40 ton off-highway articulated dump truck, contract to be
awarded to Western Power & Equipment, Spokane,
Washington. The Commissioners
also approved the purchase an automatic lubrication.
The
Commissioners held a Public Hearing regarding
the Final Assessment Roll for Grant County Road Improvement District No.
2001-2. The Chair of the Board invited the public to comment. Hank Severin,
property owner, voiced his concerns. A motion was made by Commissioner Allison,
seconded by Commissioner Snead, that the public comment portion of the meeting
be closed. The motion carried. After further discussion, a motion was made by
Commissioner Snead, seconded by Commissioner Allison, that the final Assessment
Amount Roll amount for the proposed RID 2001-2, be adopted. The motion carried.
The Prosecuting Attorney to finalize order of confirmation with language
changes as discussed.
The
Chair of the Board was authorized to sign Change Order #8 on the Grant Mental
Healthcare Facility.
A
motion was made by Commissioner Snead, seconded by Commissioner Allison, that
Resolution Number 2003-014-CC in the matter approving the plat alteration
request of Wayne and Janet Wicks, replat of lots 24-27, Block #9, of Sunland
Estates, Division #2, located in portion of Section 02; Township 18 North;
Range 22 East; Willamette Meridian, Grant County, Washington, in order to
create three lots, be passed. Motion carried.
A
motion was made by Commissioner Allison, seconded by Commissioner Snead, in the
matter approving the plat alteration request of Rashell Denning, In the matter
of a replat of lots #407 and #408 of Desert Aire #1, Replat Part, located in a
portion of Section 22; Township 14 North; Range 23 East; Willamette Meridian,
Grant County, Washington, in order to create one lot, be passed. Motion
carried.
February 6, 2003
The
session was continued at 9:00 a.m.
with all of the Commissioners in attendance
with the Clerk of the Board.
The
Commissioners received a complaint from
Richard Rumburg regarding conditions in the jail. The matter was referred to
the Prosecuting Attorney for handling.
The
Commissioners signed the Contract For Personal
Services between Grant County
and Mitchell P. Delbarre.
The
Commissioners approved out of state travel for
Peter Gourley, Grant Mental Healthcare, to attend training in Anaheim,
California, June 28 through July 3, 2003.
The
Chair of the Board was authorized to sign the United
Way of Grant County Member Agency Agreement.
The
Commissioners approved the budget extension request from the Sheriff’s
Department on Project 221 – Meth Grant (5621.23).
As
there was no further business to come before the Board the session was
adjourned until February 10, 2003.
