COMMISSIONERS’ PROCEEDINGS

Week of February 10, 2003

 

            The Grant County Commissioners session was called to order at 9:00 a.m. by the Chair of the Board, Deborah Moore. All of the Commissioners were in attendance with the Clerk of the Board.

 

            The Commissioners read and approved the minutes of the February 3, 2003, session as written.

 

            The Commissioners held a Public Hearing regarding the amendment of the Comprehensive Plan for three (3) Ephrata Area Rural Areas of More Intensive Development (RAIDs) as identified in Ordinance No. 2002-166-CC. This Public Hearing was continued from February 3, 2003. After taking testimony from the public, a motion was made by Commissioner Allison, seconded by Commissioner Snead, to close the public comment portion of the hearing. Motion carried. After discussion, a motion was made by Commissioner Allison, seconded by Commissioner Snead, to forward this RAIDs issue for the Ephrata 1, 2, and 3 RAIDs area, to the Planning Commission for the public hearing process and recommendation to the Board of County Commissioners. Motion carried.

 

            The Chair of the Board was authorized to sign approval of the Notice of Liquor License Application from Sunset Vineyards LLC, Quincy, Washington.

 

            The Chair of the Board was authorized to sign approval of the Special Occasion License Application of the F.O.E, Columbia Basin Aerie #2622, Moses Lake, Washington, from the Washington State Liquor Control Board.

 

            The Commissioners approved the salary increase of Miranda Headon, Developmental Disabilities Residential, to $1,617.69 per month.

 

            As of this date the Board by a majority vote does approve for payment those vouchers as presented by the Grant County Health District: Payroll, Payroll vouchers #1 – 5, and General Fund Vouchers #6 – 68, and have been recorded on a listing which has been made available to the Board in the amount of $109,893.91.

 

            As previously set forth and authorized by Resolution No. 86-128-CC, the salary increase of the Board of County Commissioners shall be three (3) percent, effective January 1, 2003.

 

February 11, 2003

 

            The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board.

 

            The Commissioners signed the Public Works Claims Fund Voucher Approval No. 01-1 through No. 01-128 in the total amount of $864,062.70.

 

            As of this date the Board by a majority vote does approve for payment those vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, and have been recorded on a listing which has been made available to the Board in the amount of $483,775.95.

 

            The Commissioners met with the Public Works Department regarding the following: Authorization to Call for Bids – 2003 Herbicide Application Program; Bid Opening – 8,000 lb Fork Lift, Automatic lift, Precision Lathe & Tow-Way Rock Rake; 2:00 p.m. Hearing to Vacate R/W Astro Acres II, Phase II, Contract Execution, Discovery Ford – Autos and Pickups, Rowand Machinery – Vibratory Roller, Star Rentals – Tilt Trailer, Wendle Motors – Autos and Pickups, Western Power & Equipment – Off-Highway Dump Truck, Western Power & Equipment – Gooseneck Trailer; Saddle Mountain Road Project; Fence & Scale Status at Landfill; SWAC Meeting – February 2, at 7:00 p.m. in the Public Meeting Room; Status of Royal Slope Shop.

 

            The Commissioners held a Bid Opening on Equipment Contract 2003-09, one (1) 8,000 lb fork lift; two (2) 12,000 lb. 2-post automotive lift; one (1) 14”x40” geared head precision lathe; one (1) two-way rock rake. A motion was made by Commissioner Allison, seconded by Commissioner Moore, to refer the bids to Public Works for their review and recommendation. The motion carried.

 

            The Commissioners held an Open Record Public Hearing regarding the Vacation of a 30 foot right-of-way on the south side of lot #4, Astro Acres II, Phase II in Book 15, Pages 86 and 87, of Plats. Petitioners: Jerry E. Butler, Judy Butler, John L. Wright, Lexie F. Wright, and Thomas R. Hoffman. A motion was made by Commissioner Allison, seconded by Commissioner Snead, to approve Public Work’s recommendation of vacating a 30 foot right-of-way on the South side of Lot #4, Astro Acres II, Phase II in book 16, page 86 and 87, of Plats, motion carried.

 

            A motion was made by Commissioner Allison, seconded by Commissioner Snead, that Resolution Number 2003-015-CC in the matter of Order Granting Vacation of a Certain County road Right of Way, Legal Description: A 30 foot right-of-way as shown on the south side of Lot #4, Astro Acres II Phase II in Section 34, Township 19 North, Range 28 East, W.M., be passed. The motion carried.

 

            The Commissioners signed the Authorization to Call for Proposals by the Department of Public Works for 2003 Herbicide Application Program. Proposals to be opened February 25, 2003, at 2:15 p.m.

 

            The Commissioners approved the recommendation of Derek Pohle, Director, Public Works Department, that Contract 2003-05, 4x2 ½ ton ext. cab pickup with automatic transmission, be awarded to Discovery Ford, Moses Lake, Washington.

 

            The Commissioners approved the recommendation of Derek Pohle, Director, Public Works Department, that Contract 2003-05, 2 four-door sedan; one 4x2 small ext. cab pickup with automatic transmission; 8 4x2 ½ ton regular cab pickup with automatic transmission; 1 4x4 ½ ton ext. cab pickup with automatic transmission; 5 4x4 ½ ton ext. cab pickup with automatic transmission; 1 4x2 HD ¾ ton crew cab pickup with automatic transmission; 1 4x4 ¾ ton ext. cab pickup with automatic transmission; 1 4x2 SD regular cab pickup with automatic transmission; be awarded to Wendle Motors, Spokane, Washington.

 

            The Commissioners approved the recommendation of Derek Pohle, Director, Public Works Department, that Contract 2003-06, single drum vibratory soil roller, be awarded to Rowand Machinery Company, Spokane, Washington.

 

            The Commissioners approved the recommendation of Derek Pohle, Director, Public Works Department, that Contract 2003-07, 1 tilt trailer with 60,000 lb gvw, be awarded to Star Rental & Sales, Yakima, Washington.

 

            The Commissioners approved the recommendation of Derek Pohle, Director, Public Works Department, that Contract 2003-07, 1 hydraulic detachable gooseneck trailer with 100,000 lb gvw, be awarded to Western Power & Equipment, Spokane, Washington.

 

            The Commissioners approved the recommendation of Derek Pohle, Director, Public Works Department, that Contract 2003-08, 1 40 ton off-highway articulated dump truck, be awarded to Western Power & Equipment, Spokane, Washington.

 

February 12, 2003

 

            The session was continued at 9:00 a.m. with Commissioners Moore and Allison in attendance with the Clerk of the Board.

 

            The Commissioners approved, effective February 12, 2003, the appointment of the following individuals to the Grant County Fairgrounds Facility Advisory Committee:

            The Commissioners approved the salary increase of Tammy Wiersma, Prosecutor’s Office, to $2,977.00 per month.

 

            The Commissioners signed the Working Agreement By and Between Grant County and International union of Operating Engineers Local No. 280, Grant County Solid Waste.


 

            As there was no further business to come before the Board the session was adjourned until February 18, 2003.
