COMMISSIONERS’ PROCEEDINGS
Week of February 18, 2003
The
Grant County Commissioners session was called to order at 9:00 a.m. by the Chair of the Board, Deborah Moore. All of
the Commissioners were in attendance with the Clerk of the Board.
The
Commissioners read and approved the minutes of
the February 10, 2003,
session as written.
The
Chair of the Board was authorized to sign the Douglas
and Jennifer Skone Final Plat Submission and Review, File #02-3383.
The
Commissioners held a Closed Record Public
Hearing regarding the Banks Lake Developers Minor Rezone request to change the
existing zoning district, Rural Remote, to Rural Residential 2 zoning district.
A motion was made by Commissioner Snead, seconded by Commissioner Allison, to
uphold the unanimous recommendation of the Planning Commission’s approval of
the Minor Rezone with the six Conditions of Approval and 10 Findings of Fact,
be passed. Motion carried.
The
Commissioners held a Closed Record Public
Hearing regarding the Slough Investments Minor Zone Change to change 20-acres
currently zoned Rural Residential-1 to five acres of Rural General Commercial
and 15 acres of Rural Light Industrial. A motion was made by Commissioner
Snead, seconded by Commissioner Allison, to adopt the Minor Zone Change of 20
acres currently zoned Rural Residential-1 to five acres Rural General
Commercial and 15 acres of Rural Light Industrial with the 10 Findings of Fact,
be passed. The motion carried. Commissioner Moore opposed the motion.
The
Commissioners met with the Public Works
Department regarding the following: 1:30 p.m.
Hearing – Leasing and Selling Farm Unit 64; 2:00
p.m. Bid Opening – Equipment Contract 2003-10 (Radios); Local
Agency Agreement – Harris Road; Award Letter – Forklift, 2-post auto lift,
lathe and rock rake; Contract extension letter – Chassis for Digger Derrick;
Bridge #350 – Closure Agreement; Solid Waste Supervisor; I-90 West Bound Off
Ramp-WSDOT.
The
Commissioners held a Public Hearing in the
matter of leasing and selling a portion of Farm Unit 64, Block 75, in the Columbia
Basin Irrigation Project. A motion was made by Commissioner Allison, seconded
by Commissioner Snead, that Resolution No. 2003-016-CC in the matter of leasing and selling a portion of Farm Unit 64, Block 75,
in the Columbia Basin Irrigation Projection, Notice of Lease and Sale,
be passed. Motion carried. A motion was made by Commissioner Snead, seconded by
Commissioner Allison, that Resolution No. 2003-017-CC in the matter of leasing and selling a portion of Farm Unit 64, Block 75,
in the Columbia Basin Irrigation Projection, Findings and Determinations, setting
the hearing for Tuesday, March 4, 2003,
at 2:00 p.m., be passed. Motion
carried.
The
Commissioners held a Bid Opening on Equipment
Contract 2003-10, four 45 watt mobile radios; one 125 ft. antenna tower on
Beezley Hill; one 100 watt repeater station on Beezley Hill; one 30 ft. antenna
tower on Mattawa Shop; one 50 watt repeater station; 40 programming services. A
motion was made by Commissioner Allison, seconded by Commissioner Snead, to
refer the bids to Public Works for their review and recommendation. The motion
carried.
The
Commissioners approved the recommendation of
Derek Pohle, PE, Director of Public Works/County Engineer, to extend the
existing contract with Freedom Freightliner to include one additional 32,000
gvw chassis to be placed into service as the chassis for the digger derrick.
The
Commissioners approved the recommendation of
Derek Pohle, PE, Director, Public Works Department/County Engineer, that
Contract 2003-09, one (1) 8,000 lb fork lift be awarded to Hyster Sales
Company, Wenatchee, Washington; two (2) 12,000 lb. 2-post automotive lift be
awarded to Equipment Sales Co., Inc., Woodinville, Washington; one (1) 14”x40”
geared head precision lathe be awarded to Faber Industries, Moses Lake,
Washington; one (1) two-way rock rake be awarded to Adams Tractor, Spokane,
Washington.

Commissioners approved the voluntary
separation of Michael A. (Tony) Lidbetter, Juvenile Department.
The
Commissioners approved the voluntary
separation of Donn R. Harris, Superior Court.

Commissioners approved the separation of
Danielle M. Adams, Juvenile Department.
The
Commissioners approved the military leave of
Tina Gee, Developmental Disabilities Residential.
The
Commissioners approved the recommendation of Derek
Pohle, Director, Public Works Department, that Contract
2003-10 be awarded to Spectrum Communications, Moses Lake, for four 45 watt mobile
radios; one 125 ft. antenna tower on Beezley Hill; one 100 watt repeater station
on Beezley Hill; one 30 ft. antenna tower on Mattawa Shop; one 50 watt repeater

The
Commissioners received an Amended Claim for
Damages from Tamara Tucker. The matter was referred to the Prosecuting Attorney
for handling.
The
Commissioners received a Claim for Damages
from Maria Contreras. The matter was referred to the Prosecuting Attorney for
handling.
The
Commissioners received a Claim for Damages
from Rick Contreras. The matter was referred to the Prosecuting Attorney for
handling.
The
Chair of the Board was authorized to sign the 2002 CDBG Planning-Only Grant
Pre-Application; Jurisdiction: Grant County;
Subrecipient Organization: Beverly Water District.
A
motion was made by Commissioner Allison, seconded by Commissioner Snead, that
Resolution Number 2003-018-CC in the matter of Grant County Levies for 2003
taxes, be passed. The motion carried.
The
Commissioners approved the request for
Transfer of Funds in Department #141, Current Expense Fund #001, in the amount
of $21,480 to re-allocate budget for Spillman Software Contract.
The
Chair of the Board was authorized to sign the State of Washington
Invoice Voucher, Department of Community, Trade and
Economic Development, CDBG Contract No. 02-64003-004, Payment Request #1.
A
motion was made by Commissioner Allison, seconded by Commissioner Snead, that
Resolution Number 2003-019-CC, establishing a new position of Office Engineer
in the Public Works Department, which was approved December 9, 2002, be passed. The motion carried.
February 19, 2003
The
session was continued at 9:00 a.m.
with all of the Commissioners in attendance
with the Clerk of the Board.
As
of this date the Board by a majority vote does approve for payment those
vouchers audited and certified by the auditing officer as required by RCW
42.24.080, and those expense reimbursement claims certified as required by RCW
42.24.090, and have been recorded on a listing which has been made available to
the Board in the amount of $1,264,631.44.
As
of this date the Board by a majority vote does approve a general salary
increase of 1.5% for all non-represented and elected official positions (except
Commissioners, Chief Deputy Sheriffs and
Undersheriff) retroactive to January 1,
2003.
The
Commissioners approved this date the
appointment of the Doug Rathbone to the Grant County Fairgrounds Facility
Advisory Committee as the alternate Columbia Basin Rodeo representative effective
February 12, 2003.
The
Commissioners approved the following salary

Commissioners approved the starting salary of David Taylor, Jail, at $10.00 per

February 20, 2003
The
session was continued at 9:00 a.m.
with all of the Commissioners in attendance
with the Clerk of the Board.
The
Commissioners set a Public Hearing for March 10, 2003, at 2:30 p.m., Commissioners Hearing Room, Grant
County Courthouse, Ephrata, regarding requests for supplemental budget in the
Current Expense fund #001, Sheriff’s Department #114 in the amount of $41,223.
A
motion was made by Commissioner Allison, seconded by Commissioner Snead, that
Resolution Number 2003-020-CC setting a Public Hearing relating to the facts
requiring an appropriation and expenditure of funds for the Auditor’s
Department #104, Current Expense Fund #001, in the amount of $50,000 be passed.
The motion carried. The Public Hearing is to be held March 10, 2003, at p.m.
A
motion was made by Commissioner Snead, seconded by Commissioner Allison, that Ordinance
1-2003-CC approving a minor zone request for parcel #18-2314-001, consisting of
107.91 acres, currently owned by Banks Lake Developers, Incorporated. The
subject proposal is located in a portion of Section 21; Township 28 North; Range
30 East; Willamette Meridian, Grant County, Washington, be passed. Motion
carried.
A
motion was made by Commissioner Snead, seconded by Commissioner Allison, that
Ordinance 2-2003-CC approving a minor zone change request by Slough Investment,
of 20 acres in Section 4, Township 20 N. Range 27 E. WM. from Rural Residential
1 to 15 acres of Rural Light Industrial and 5 acres of Rural General Commercial,
be passed. Motion carried.
As
there was no further business to come before the Board the session was adjourned
until February 24, 2003.
