COMMISSIONERS’ PROCEEDINGS

Week of February 24, 2003

 

            The Grant County Commissioners session was called to order at 9:00 a.m. by the Chair of the Board, Deborah Moore. All of the Commissioners were in attendance with the Clerk of the Board.

 

            The Commissioners read and approved the minutes of the February 18, 2003, session as written.

 

            The Commissioners approved this date the appointment of the Dick Pulis to the Grant County Fairgrounds Facility Advisory Committee as the alternate Fair Association representative effective February 12, 2003.

 

            The Commissioners approved the following salary increases:

 

            Derek Jay                              Jail                                              $3,075.56 per month

            Hector Torres                        Jail                                              $3,062.00 per month

 

            The Commissioners approved the starting salary of Gricelda Ohrazda, New Hope, at $2,137.08 per month.

 

            The Commissioners approved the starting salary of Nisa Faye Davis, PARC, at $7.10 per hour.

 

            The Commissioners approved the separation date of February 1, 2003, for Dorothy Black, Planning.

 

            The Commissioners signed the Public Works Claims Fund Voucher Approval No. 02-1 through No. 02-70 in the total amount of $331,225.87.

 

            The Commissioners reviewed and approved the Directions in Community Living Home Care Policy and Procedures, revised February 2003.

 

            The Chair of the Board was authorized to sign approval of the Special Occasion License Application of the Soroptimist International of Moses Lake, Washington, from the Washington State Liquor Control Board.

 

            The Commissioners received a Claim for Damages from Robert Stewart. The matter was referred to the Prosecuting Attorney for handling.

 

            The Commissioners received a second Claim for Damages from Robert Stewart. The matter was referred to the Prosecuting Attorney for handling.

 

February 25, 2003

 

            The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board.

 

            The Commissioners met with the Public Works Department regarding the following: 1:30 Bid Opening – Bridge #377, A-NW Rd. & Bridge #378, 9-NW Rd.; 2:15 p.m. Bid Opening – 2003 Herbicide Application Program; Request for Reimbursable Work – Port of Ephrata; Certification of Road Fund Expenditures for Fish Passage Barrier Removal; Execution of Contracts – Faber Industrial Supply, Metal Lathe, Adams Tractor Co., Inc., Two-way Rock Rake, Radio Equipment and Programming Services; Assignment of Franchise – Reinke Farms/ Ralph and Carolyn Reinke; Leon and Lorraine Baker; Old Royal City Shop Purchase; Solid Waste Supervisor; Delano Landfill; and Free Dump.

 

            The Commissioners held a Bid Opening on Bridge #377, A-NW Rd., CRP 02-17; Bridge #78, 9-NW Rd., CRP 02-18; Br. #377/TA 2368 & Br. #378/TA 2369. A motion was made by Commissioner Snead, seconded by Commissioner Allison, to refer the bids to Public Works for their review and recommendation. The motion carried.

 

            The Commissioners held a Proposal Opening for the 2003 Herbicide Application Program. A motion was made by Commissioner Snead, seconded by Commissioner Allison, to refer the proposals to Public Works for their review and recommendation. The motion carried.

 

            The Commissioners signed the following contracts:

 

1.                  Grant County and Adams Tractor Co., Inc., Spokane, Washington, for Equipment Contract 2003-09;

2.                  Grant County and Faber Industrial Supply, Moses Lake, Washington, for Equipment Contract 2003-09; and

3.                  Grant County and Spectrum Communications, Moses Lake, Washington, for Equipment Contract 2003-10;

 

            The Commissioners approved the recommendation of Derek Pohle, Public Works Director/County Engineer, to complete work for the Grant County Port District No. 9 and Port of Ephrata as outlined on the Request to The County Road Department for Reimbursable Work.

 

            The Commissioners signed the Acknowledgement of Assignment, Order Granting Franchise dated and recorded April 5, 1983, between Grant County and Reinke Farms/Ralph and Carolyn Reinke, assigning all of their right and interest in the Franchise to La Terra Limited Partnership as successor.

 

            The Commissioners unanimously approved Resolution 2003-021-CC, honoring Warden High School Wresting Team for their achievements during the 2002-2003 school year.

 

            The Commissioners approved the request for Transfer of Funds in Department #158, Grant County Fair Fund #116, in the amount of $20,000 for the to re-allocate budget for special project items.

 

            As of this date the Board by a majority vote does approve for payment those vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, and have been recorded on a listing which has been made available to the Board in the amount of $262,947.57.

 

            The Commissioners approved the recommendation of Derek Pohle, Director/County Engineer, Public Works Department, that Bridge #377, A-NW Road., CRP 02-17, Bridge #378, 9-NW Road., CRP 02-18, be awarded to Tommer Construction Company, Ephrata, Washington.

 

            The Commissioners held a Closed Record Public Hearing regarding the Reasonable Use Exception application requested by Tren Jones and Astro Enterprises, Application No. 02-3505, to allow the development of a single-family dwelling on 5-acre parcel in the Agricultural Zone of Grant County. The existing parcel #31-1772-000 does not meet the current density requirements of the Agricultural Zone of one dwelling unit per 40 acres. The subject proposal is located on the corner of Road 4 and Road L in the surrounding rural area of Moses Lake, Section 18, Township 19 North, Range 29 East, Willamette Meridian, and Grant County, Washington. A motion was made by Commissioner Snead, seconded by Commissioner Allison, that the Reasonable Use Exception with the six Conditions of Approval and six Findings of Fact, be passed. The motion carried. Commissioner Moore opposed the motion.

 

            The Commissioners held a Closed Record Public Hearing regarding the Reasonable Use Exception application requested by Tren Jones and Astro Enterprises, Application No. 02-3506, to allow the development of a single-family dwelling on 8.14-acre parcel in the Agricultural Zone of Grant County. The existing parcel #31-1774-000 does not meet the current density requirements of the Agricultural Zone of one dwelling unit per 40 acres. The subject proposal is located on the corner of Road 4 and Road L in the surrounding rural area of Moses Lake, Section 18, Township 19 North, Range 29 East, Willamette Meridian, and Grant County, Washington. A motion was made by Commissioner Snead, seconded by Commissioner Allison, that the Reasonable Use Exception with the six Conditions of Approval and six Findings of Fact, be passed. The motion carried. Commissioner Moore opposed the motion.

            A motion was made by Commissioner Snead, seconded by Commissioner Allison, that Resolution No. 2003-022-CC, In Re: the matter of the Grant County Port District No. 10 Annexation Petition, Notice of Decision: Findings, Conclusions and Order of the Board of County Commissioners Declaring Grant County Port District No. 10 Enlarged, be passed. Motion carried.

 

February 26, 2003

 

            The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board.

 

            The Commissioners held an Open Record Public Hearing regarding the request for Developmental Agreement between David Sparks, James Hill, the City of Moses Lake and Grant County, for the development of the Sparks short plat No. 2, Parcel 18-0251-000. The Chair of the Board invited the public to comment. Public questions and concerns were addressed. A motion was made by Commissioner Snead, seconded by Commissioner Allison, that the public comment portion of the meeting be closed. The motion carried. After further comments, questions, and discussion, a motion was made by Commissioner Snead, seconded by Commissioner Allison, that the Chair of the Board be authorized to sign the Development Agreement as presented by staff, be passed. The motion carried.

 

            The Commissioners approved the starting salary of Dorothy Black, Building Department, at $2,834.00 per month.

 

            The Commissioners approved the following salary increases:

 

            Kathryn G. Smith                   Assessor                                     $3,691.00 per month

            Megan K. Smith                    Assessor/GIS                              $2,336.00 per month

            Dianne Atkinson                    Assessor                                     $2,695.00 per month, effective January 1, 2003, and $2,770.00 per month, effective March 1, 2003.

 

            The Commissioners approved the voluntary separation of Jerald Lease, Jail.

 

            The Commissioners signed the Public Works Payroll Journal for the month of February in the total amount of $333,266.37.

 

February 27, 2003

 

            The session was continued at 9:00 a.m. with Chairman Moore and Commissioner Snead in attendance with the Clerk of the Board. Commissioner Allison was out of the office.

 

            3.5 acres of undeveloped and unused land, referred to as the Sand Dunes Land, has been made available to the County for purchase from Walter R. and Pamela Baker. A motion was made by Commissioner Snead, approved by Commissioner Moore, that Resolution No. 2003-023-CC, relating to the transfer of funds within the 2003 budget of the Economic Enhancement Fund #113, Dept. #155, which would allow the purchase, be passed. Motion carried.

 

            The Commissioners approved the request from Grant Mental Healthcare that the Maintenance III position hourly rate be increased to $13.85 per hour.

 

            The Commissioners signed the Public Works Claims Fund Voucher Approval No. 02-1 in the amount of $25,401.81.

 

February 28, 2003

 

            The Commissioners approved for payment the Earnest Money and Balance of Funds vouchers due on the purchase of the 3.5 acres of undeveloped and unused land, referred to as the Sand Dunes Land, has been made available to the County for purchase from Walter R. and Pamela Baker.

 

            As there was no further business to come before the Board, and two Commissioners will be out of the area the week of March 3, 2003, the session was adjourned until March 10, 2003.
