COMMISSIONERS’ PROCEEDINGS
Week of January 27, 2003
The
Grant County Commissioners session was called to order at 9:00 a.m. by Chair Deborah Moore. All of the Commissioners
were in attendance with the Clerk of the Board.
The
Commissioners read and approved the minutes of
the January 21, 2003,
session as written.
The
Chair of the Board was authorized to sign the Washington State Military
Department Amendment to Contract E03007, Grant County Operations.
The
Chair of the Board was authorized to sign the State of Washington
County Road Administration Board Certification of the
2003 Road Levy and Estimated Revenue Produced.
The
Commissioners approved the salary increase of Stephanie
Ahrens, Grant Mental Health, to $5,586.90 per month.
The
Commissioners approved the reduction in
schedule of Miranda Bridges, Development Disability Residential, from $1,120.80
per month for a 35 hour work week and $672.48 for a 21 hour work week.
The
Commissioners approved the salary adjustment
of Michelle Dodsen, Development Disabilities Residential, to a non-exempt
status.
The
Commissioners approved the job title change of Debbie Marceau, Development
Disability Residential, from Community Living Manager to Assistant Residential
Programs Manager.
The
Commissioners approved the salary increase of Carol
A. Crater, District Court, to $3,445.00 per month.
The
Commissioners approved the salary increase of Michelle
Jaderlund, Auditor’s Office – Accounting, to $2,603.00 per month.
The
Commissioners approved the starting salary of Danielle
M. Shaw, Auditor’s Office - Recording, to $1,952 per month.
The
Commissioners approved the three percent (3%)
increase to the Sheriff position retroactive to July 1, 2002, until the position was officially taken by
Frank DeTrolio, to Mike Shay for his term as Sheriff.
The
Commissioners approved the salary increase of
Barbara Dotson, temporary hourly, Commissioner’s Office, to $10.00 per hour.
The
Commissioners approved the separation date of January 23, 2003, for Allison
Nystrom, Grant Mental Health.
The
Commissioners approved the Juvenile Court and
Youth Services department change to its Detention Monitor Relief staff wage
scale to reflect the recent increase in the maximum temporary wage.
The
Commissioners held an Open Record Public
Hearing for an amendment to the Grant County Unified Development Code, Title 23
Zoning, Chapter 23.12 Development Standards, Section 23.12.150 Signs. The
subject properties affected include all rural lands located both inside and
outside of Urban Growth Areas, including the rural Lands of the County and Rural
Activity Centers.
The public was invited to comment. Judy Janett, Royal
City, advised the Board that she objected
to the signs at the end of the Royal City
airport and requested that the Commissioners
reconsider the height and size of the signs. A motion was made by Commissioner
Allison, seconded by Commissioner Snead that the hearing be continued, with
proper notification to appropriate agencies, to March 18, 2003, at 3:00 p.m. The motion passed.
The
Chair of the Board was authorized to sign the State of Washington
Invoice Voucher, Department of Community, Trade and
Economic Development, CDBG Contract No. 02-64002-0, Payment Request #10.
January 28, 2003
The
session was continued at 9:00 a.m.
with all of the Commissioners in attendance with the Clerk of the Board.
The
Commissioners signed the 2003 Agreement Concert Management/Development
Agreement between House of Blues Concerts, Inc., and Grant
County.
The
Commissioners signed the Special Counsel Contract between Menke Jackson Beyer
Elofson Ehlis & Harper, LLP, and Grant
County.
As
of this date the Board by a majority vote does approve for payment those
vouchers audited and certified by the auditing officer as required by RCW
42.24.080, and those expense reimbursement claims certified as required by RCW
42.24.090, and have been recorded on a listing which has been made available to
the Board in the amount of $285,461.47.
Deborah
Moore, as Chair of the Grant County Legislative Authority, designated
Commissioner Snead to serve on the Grant County Canvassing Board for the period
February 4, 2003 through February 14, 2003.
The
Commissioners approved the starting salary of Rene
Garza, Jail, at $2,347.05 per month.
The
Commissioners approved the starting salary of Pete Chaves, Jail, at $2,347.05
per month.
The
Commissioners met with the Public Works Department regarding the following: 3:00 p.m. Bid Opening – Single Drum vibratory
Soil Roller; 3:15 p.m. Bid Opening –
Tilt Trailer & Detachable Gooseneck Trailer; 3:30
p.m. Bid Opening – Off-Highway Dump Truck; Bid authorization – Ford
Lift, Automotive Lift, Precision Lathe, Two-Way Rock Rake; Award Letters – 4.5
cy Wheel Loader and autos, Pickups and Vans; CRAB – Certification of Road Fund
Expenditures for Fish Passage Barrier Removal; Landfill Electronics Disposal;
Interview for Solid Waste Supervisor; Landfill Scale.
The
Commissioners signed the Authorization to Call
for Bids on Equipment Contract 2003-09, one (1) 8,000 lb fork lift; two (2)
12,000 lb. 2-post automotive lift; one (1) 14”x40” geared head precision lathe;
one (1) two-way rock rake. Bids to be opened February 11, 2003, at 1:30
p.m.
The
Commissioners signed the Contract between Grant
County and Freedom Truck Centers,
Inc., Spokane, Washington,
for Equipment Contract 2003-01.
The
Commissioners signed the Contract between Grant
County and Rowand Machinery
Company, Spokane, Washington,
for Equipment Contract 2003-02.
The
Commissioners approved the recommendation of Derek Pohle, Director, Public
Works Department, regarding the 4.5 cy Wheel Loader contract to be awarded to
Central Machinery Sales, Inc., 1450 Wheeler Road,
Moses Lake, Washington. Central Machinery Sales, Inc., to furnish and deliver
one (1) Case 921C XR wheel loader with 4.38 cy bucket struck and including
three trade-ins in the amount of $169,785.00, including sales tax.
The
Commissioners held a Bid Opening on Equipment
Contract 2003-06, furnish and deliver single drum vib. Roller
FOB Grant County,
Washington, with trade-ins. A
motion was made by Commissioner Allison, seconded by Commissioner Moore, to
refer the bids to Public Works for their review and recommendation. The motion
carried.
The
Commissioners held a Bid Opening on Equipment
Contract 2003-07, furnish and deliver one (1) gvw Tilt Trailer and one (1)
1000,000 gvw Detachable Gooseneck Trailer. A motion was made by Commissioner Allison,
seconded by Commissioner Moore, to refer the bids to Public Works for their
review and recommendation. The motion carried.
The
Commissioners held a Bid Opening on Equipment Contract 2003-08, furnish and
deliver off-highway dump truck. A motion was made by Commissioner Allison,
seconded by Commissioner Moore, to refer the bids to Public Works for their
review and recommendation. The motion carried.
As
there was no further business to come before the Board the session was
adjourned until February 3, 2003.
