COMMISSIONERS’ PROCEEDINGS
Week of March 17, 2003
The
Grant County Commissioners session was called to order at 9:00 a.m. by the Chair of the Board, Deborah Moore. All
of the Commissioners were in attendance with the Clerk of the Board.
The
Commissioners approved the minutes for the
week of March 10, 2003, session.
The
Commissioners approved the request of the
Grant County Auditor to purchase two disc drives for Auditor’s Office computer
system. Total cost: $2,176.82.
The
Commissioners held a Closed Record Public
Hearing and a motion was made by Commissioner Snead, seconded by Commissioner
Allison, to uphold the Planning Commission recommendation approving the
Goodrich Estates preliminary plat application 02-3447 of 5.9+/- acres into nine
lots in the Urban Residential-2 Zone with the seven Findings of Facts and 12
Conditions of Approval, be passed. Motion carried.
The
Commissioners held a Closed Record Public
Hearing and a motion was made by Commissioner Allison, seconded by Commissioner
Snead, to uphold the Planning Commission recommendation approving the Rimrock
Estates preliminary plat application #02-3431 of approximately 38.8 acres into
16 one-acre +/- lots and one twenty acre lot with the seven Findings of Fact
and 15 Conditions of Approval, be passed. Motion carried.
The
Commissioners signed the Public Works Claims
Fund Voucher Approval No. 02-1 through No. 02-198 in the total amount of
$1,018,099.79.
As
of this date the Board by a majority vote does approve for payment those
vouchers audited and certified by the auditing officer as required by RCW
42.24.080, and those expense reimbursement claims certified as required by RCW
42.24.090, and have been recorded on a listing which has been made available to
the Board in the amount of $1,569,972.92.
The
Commissioners received City’s Petition for
Review, City of Ephrata. The matter
was referred to the Prosecuting Attorney.
The
Commissioners approved the request for
Sergeant Mike Shay to attend Drug Task Force Supervisors School, Reno,
Nevada, April 28
through May 2, 2003.
As
of this date the Board by a majority vote does approve a general salary
increase of 1.5% for Grant Mental Healthcare, Development Disabilities
Residential, and New Hope,
retroactive to January 1, 2003.
The
Commissioners approved the following salary
increases:
Frank Martinez,
Jr. Information Services $3,412.00 per month
Richard N. Flanigan Information Services $4,567.00 per month
Linda Holden Prosecutor’s Office $2,683.00 per month
The
Commissioners approved the starting salary of:
Jamie
D. Smith Juvenile
Department $1,076.50
per month
Argimiro
Morales PARC $11.00
per hour
James (Jim) F. Edlund Treasurer’s Office $2,216.00 per month
The
Commissioners approved the separation date of February 27, 2003, for Vicky R.
St.Mary, District Court.
The
Commissioners approved the request for Dr. Ben
Marte, Grant Mental Healthcare, to attend 2003 American Psychiatric Association
Annual Meeting in San Francisco, California,
May 17 - 22, 2003.
The
Chair of the Board was authorized to sign the State of Washington
Invoice Voucher, Department of Community, Trade and
Economic Development, CDBG Contract No. 03-64003-004, Payment Request #2.
The
Commissioners approved, on a trial basis, the
proposal for a new 12 hour shift and patrol position upgrade request from the
Sheriff’s Office.
March 18, 2003
The
session was continued at 9:00 a.m.
with all of the Commissioners in attendance
with the Clerk of the Board.
The
Chair of the Board was authorized to sign the David Sparks Short Plat Final
Plat Submission and Review, File #02-3508.
The
Commissioners met with the Public Works
Department regarding the following: 1:30 p.m.
Bid Opening – 10.5 Rd. SE; 1:45 p.m.
Bid Opening – A Rd. NW; 2:00 p.m. Bid Opening - Digger Derrick; AIA
Agreement – Ephrata Shop Improvements/Zeck Butler Architects; Lease Agreement –
Farm Unit 64; Authorization to Call for Bids – 2003 Auctioneering Services;
Authorization to Call for Bids – Crack Sealing Services – 2003; Beezley Tower
site; Washington Rural Counties Insurance Pool – 2003/2004 Renewal Application;
Drop Box Operations Report; New Solid Waste Supervisor; Request for Sick Leave
Donation.
The
Commissioners held a Bid Opening on 10.5 Rd.
SE, CRP 02-10. A motion was made by Commissioner Snead, seconded by
Commissioner Allison, to refer the bids to Public Works for their review and
recommendation. The motion carried.
The
Commissioners held a Bid Opening on A
Rd. NW, CRP 02-06. A motion was made by
Commissioner Allison, seconded by Commissioner Snead, to refer the bids to
Public Works for their review and recommendation. The motion carried.
The
Commissioners held a Bid Opening on Equipment
Contract 2003-11, one Digger Derrick. A motion was made by Commissioner Snead,
seconded by Commissioner Allison, to refer the bids to Public Works for their
review and recommendation. The motion carried.
The
Commissioners signed the following Authorization
to Call for Bids:
·
2003 Auctioneering Services. Bids are to be
opened April 8, 2003 at 1:45 p.m.; and
·
Crack Sealing Services – 2003. Bids are to be
opened April 1, 2003 at 1:30 p.m.
The
Commissioners approved the recommendation of Derek
Pohle, Director/County Engineer, Public Works Department,
that the contract for a new Public Works
Shop Building
and Equipment Storage
Building to be located at the
County’s existing Public Works complex at the Port
of Ephrata, be awarded to Zeck
Butler Architects, PS, Spokane, Washington.
The
Commissioners held an Open Record Public
Hearing for amending the Grant County Unified Development Code, signage, specifically
chapter 23.12.150. This hearing was continued from January 27, 2003. The public was invited to comment. The
Chair of the Board advised those in attendance that a faxed letter dated March 18, 2003, was received and would
be submitted as part of the written record. After public comment and further
discussion, a motion was made by Commissioner Snead, seconded by Commissioner
Allison, that the public comment portion of the hearing be closed. The motion
passed. A motion was made by Commissioner Allison, seconded by Commissioner
Snead, that the Board of County Commissioners
uphold the Planning Commission’s unanimous recommendation that Grant County
approve the Grant County Unified Development Code (UDC), Title 23 Zoning,
Chapter 23.12 Development Standards, Section 23.12.150 Signs, with amended
language and following changes:
1.
c) 1. A site plan drawn to scale showing the
property . . . .
2.
c) 2. Drawings to scale that depict . . . .
3.
e) 7. Signs that rotate or are audible are prohibited except
traffic safety signs installed by government agencies.
4.
g) no changes, leave as proposed
5.
h) to read: Removal of Non-Conforming Signs: Grant
County reserves the right to remove
or require the removal of existing non-conforming signs. When the
useful life of the sign has ceased.
Effective date: upon signature. Motion
carried.
A
motion was made by Commissioner Allison, seconded by Commissioner Snead, that
Resolution No. 2003-033-CC, a Proclamation honoring the men and women of the Armed
Forces serving around the world to protect our Nation, be passed. Motion
carried.
March 19, 2003
The
session was continued at 9:00 a.m.
with all of the Commissioners in attendance
with the Clerk of the Board.
The
Commissioners approved the recommendation of Derek
Pohle, PE, Director/County Engineer, Public Works Department,
that 10.5 Rd SE, CRP 02-10 be awarded to Copenhaver Construction, Inc., Creston,
Washington.
The
Chair of the Board was authorized to sign the Phillis Motzkus Short Plat Final
Plat Submission and Review, File #02-3496.
March 20, 2003
The
session was continued at 9:00 a.m.
with all of the Commissioners in attendance
with the Clerk of the Board.
A
motion was made by Commissioner Allison, seconded by Commissioner Snead, that Ordinance
No. 4-2003-CC, an Ordinance approving an amendment to Unified Development Code
(UDC) § 23.12.150 regulating Signs, be passed. Motion carried.
As
there was no further business to come before the Board the session was
adjourned until March 24, 2003.
