COMMISSIONERS’ PROCEEDINGS

Week of November 3, 2003

 

            The Grant County Commissioners session was called to order at 9:00 a.m. by the Vice Chair of the Board, LeRoy Allison, with Commissioner Snead in attendance with the Clerk of the Board. Commissioner Moore was out of town and excused.

 

            The Commissioners approved the minutes of the October 27, 2003 session.

 

            The Commissioners signed the Grant County Commissioners’ Order setting the starting bid on the Grant County Tax Title, Surplus Property List, as provided by the Treasurer for sale on November 21, 2003.

 

            The Commissioners received Notice of Claim – DuPree Building Specialties; Notice of Claim – AM Hardware; Notice of Claim – Performance Contracting, Inc.; Notice of Claim Against the Retainage and bond for Labor and Materials – PBI Construction; and Notice to Public Body of Lien Claim under Public Improvement Contract;. These matters were referred to the Washington Rural Counties Insurance Pool for handling.

 

            The Commissioners received a Summons and Complaint, Central Washington Asphalt. This matter was referred to the Prosecuting Attorney for handling.

 

            The Commissioners approved the separation date of October 19, 2003 for Robert (Bob) Lythgo, Grant Mental Healthcare.

 

            As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amounts of $865,802.39 and $27,533.23 as recorded on a listing and made available to the Board.

 

            The Commissioners signed the Payroll Final Register for the month of November, 2003.

 

November 4, 2003

 

            The session was continued at 9:00 a.m. with Commissioners Allison and Snead in attendance with the Clerk of the Board. Commissioner Moore was out of town and excused.

 

            The Commissioners signed the Mike Jensen (M. Jensen SP) Final Plat Submission and Review, File #01-3202.

 

            The Commissioners met in executive session with the Prosecuting Attorney and Chief Deputy Prosecuting Attorney for forty-five minutes regarding litigation.

 

            The Commissioners authorized County legal representation for the Prosecuting Attorney in the grievance process before the Washington State Bar Association.

 

            The Commissioners received the resignation of Kirk Sager from the Grant County Planning Commission and appointed Jon Hatt to the Planning Commission, effective November 3, 2003.

 

            The Commissioners met with Derek Pohle, PE, Director/County Road Engineer, Public Works Department, regarding: Inter Local Agreement – Town of Krupp; Reimbursable Work Requests – Town of Krupp and Port of Mattawa; Annual Construction Program 2004; Toll Credits – Bridge Replacement Program; and Road District No. 2 – Richard Raper.

 

            The Commissioners approved the recommendation of Derek Pohle, PE, Director/County Road Engineer, Public Works Department, to complete work for the Town of Krupp and Port of Mattawa as outlined on the Requests to The County Road Department for Reimbursable Work.

 

            The Commissioners signed the Agreement between Grant County and Town of Krupp for street work.

 

            A motion was made by Commissioner Snead, seconded by Commissioner Allison, that Resolution Number 03-148-CC, relating to a supplemental extension in the 2003 budget of the PARC Fund #115, Department #157, in the amount of $160,005, be passed. The motion carried.

 

            The Commissioners approved the request of Sharon Kiehn, Executive Director, Grant Mental Healthcare, for Chris Lange, MSW, to travel out of state to attend the Narrative Therapy Training, July 2004, in Oaxaca, Mexico.

 

            A motion was made by Commissioner Snead, seconded by Commissioner Allison, that Resolution Number 03-149-CC, authorizing an appropriation and expenditure of funds, Economic Enhancement Fund #113, Department #155, in the amount of $10,000, be passed. The motion carried.

 

            A motion was made by Commissioner Snead, seconded by Commissioner Allison, that Resolution Number 03-150-CC, authorizing an appropriation and expenditure of funds, District Court Department #102, Miscellaneous General Government Department #125, in the amount of $6,022, be passed. The motion carried.

 

November 5, 2003

 

            The session was continued at 9:00 a.m. with Commissioners Allison and Snead in attendance with the Clerk of the Board. Commissioner Moore was out of town and excused.

 

            The Commissioners met with Vern Cummings, Maintenance Department, regarding: #2 Chiller Repaired by York; Future Chiller Repair/Replacement; Sheriff’s Building; Ivy Street property rental; 2004 Bidding process; and Jail Ceiling.

 

            The Commissioners approved the salary, wage, and/or position changes as recommended by Human Resources for Dawn W. McAllister, District Court; Kenneth Holloway, Treasurer’s Office; Shannon Falstad, Auditor’s Office; Carrie Nordberg, Prosecuting Attorney’s Office; Donna Hodgson, Prosecuting Attorney’s Office; and Victor Guzman, Superior Court.

 

November 7, 2003

 

            The session was continued at 9:00 a.m. with Commissioners Allison and Snead in attendance with the Clerk of the Board. Commissioner Moore was out of town and excused.

 

            A Closed Record Public Hearing, continued from October 28, 2003, was held regarding the Proposed Land Use Designation Change, Rural Areas of More Intensive Development (“RAIDs”).

 

·                    Stratford 3/Park Orchard: A motion was made by Commissioner Snead, seconded by Commissioner Allison, to modify the recommendation of the Planning Commission and approve the Stratford 3 area as outlined on map presented by Ron Baker along Wenatchee Avenue to be included in Rural Area of Intense Development. The remaining property is to revert to Rural Residential 2, with staff to write findings of fact. The motion carried.

 

A motion was made by Commissioner Snead, seconded by Commissioner Allison, to continue the hearing on Park Orchard to November 13, 2003, at 1:30 p.m. based on the need to meet and discuss the proposal with property owners. The motion carried.

 

·                    Royal 1: A motion was made by Commissioner Snead, seconded by Commissioner Allison, to uphold the Planning Commission’s recommendation and approve the Rural Area of Intense Development for Royal 2, with staff to write Findings of Fact. The motion carried.

 

·                    Royal 2: A motion was made by Commissioner Snead, seconded by Commissioner Allison, to continue the hearing on Royal 2 to November 13, 2003 at 1:30 p.m., to allow Gilbert Alvarado to provide additional information to the Board of County Commissioners. The motion carried.

 

·                    Stratford 1 and 2: A motion was made by Commissioner Snead, seconded by Commissioner Allison, to uphold the Planning Commission’s recommendation and approve the Rural Area of Intense Development for Stratford 1 and 2, with staff to write Findings of Fact. The motion carried.

 

·                    Wheeler 1: A motion was made by Commissioner Snead, seconded by Commissioner Allison, to uphold the Planning Commission’s recommendations and approve the Rural Area of Intense Development for Wheeler 1, with staff to write Findings of Fact. The motion carried.

 

·                    Moses Lake 2: A motion was made by Commissioner Snead, seconded by Commissioner Allison, to deny the Rural Area of Intense Development for Moses Lake 2, with staff to write Findings of Fact. The property is to revert to Urban Reserve. The motion carried.

 

·                    Soap Lake 1: A motion was made by Commissioner Snead, seconded by Commissioner Allison, to deny the Rural Area of Intense Development for Soap Lake 1, with staff to write Findings of Fact. The property is to revert to Rural Residential 1. The motion carried.

 

·                    Wheeler 3 and 4: A motion was made by Commissioner Snead, seconded by Commissioner Allison, to deny the Rural Area of Intense Development for Wheeler 3, with staff to write Findings of Fact. The property is to revert to Agriculture. The motion carried.

 

A motion was made by Commissioner Snead, seconded by Commissioner Allison, to uphold the Planning Commission’s recommendation and approve the Rural Area of Intense Development for Wheeler 4, with staff to write Findings of Fact. The property is to revert to Agriculture. The motion carried.

 

·                    Moses Lake 1: A motion was made by Commissioner Snead, seconded by Commissioner Allison, to uphold the Planning Commission’s recommendation and deny the Rural Area of Intense Development for Moses Lake 1, with staff to write Findings of Fact. The property is to revert to Urban. The motion carried.

 

·                    Moses Lake 3: A motion was made by Commissioner Snead, seconded by Commissioner Allison, to uphold the Planning Commission’s recommendation and deny the Rural Area of Intense Development for Moses Lake 3, with staff to write Findings of Fact. The property is to revert to Urban. The motion carried.

 

·                    Wheeler 2: A motion was made by Commissioner Snead, seconded by Commissioner Allison, to uphold the Planning Commission’s recommendation and approve the Rural Area of Intense Development for Wheeler 2, with staff to write Findings of Fact. The motion carried.

 

·                    Crook Estates 1: A motion was made by Commissioner Snead, seconded by Commissioner Allison, to uphold the Planning Commission’s recommendation and approve the Rural Area of Intense Development for Crook Estates 1, with staff to write Findings of Fact. The motion carried.

 

At 2:55 p.m. a five minute break was called for by the Vice-Chair of the Board. The Public Hearing resumed at 3:00 p.m.

 

·                    Coulee 1: A motion was made by Commissioner Snead, seconded by Commissioner Allison, to uphold the Planning Commission’s recommendation and approve the Rural Area of Intense Development for Coulee 1, with staff to write Findings of Fact. The property is to revert to Open Space. The motion carried.

 

·                    Coulee 2: A motion was made by Commissioner Snead, seconded by Commissioner Allison, to uphold the Planning Commission’s recommendation and approve the Rural Area of Intense Development for Coulee 2, as presented, with staff to write Findings of Fact. The remaining property is to revert to Rangeland. The motion carried.

 

·                    Coulee 3: A motion was made by Commissioner Snead, seconded by Commissioner Allison, to uphold the Planning Commission’s recommendation and approve the Rural Area of Intense Development for Coulee 3, with staff to write Findings of Fact. The motion carried.

 

·                    George 7: A motion was made by Commissioner Snead, seconded by Commissioner Allison, to uphold the Planning Commission’s recommendation and approve the Rural Area of Intense Development for George 7, with staff to write Findings of Fact. The motion carried.

 

·                    George 6: A motion was made by Commissioner Snead, seconded by Commissioner Allison, to uphold the Planning Commission’s recommendation and approve the Rural Area of Intense Development for George 6, with staff to write Findings of Fact. The remaining property is to revert to Rural Residential 1. The motion carried.

 

·                    George 5: A motion was made by Commissioner Snead, seconded by Commissioner Allison, to deny the Rural Area of Intense Development for George 5, with staff to write Findings of Fact. The property is to revert to Rural Residential 1. The motion carried.

 

·                    George 4: A motion was made by Commissioner Snead, seconded by Commissioner Allison, to deny the Rural Area of Intense Development for George 4, with staff to write Findings of Fact. The remaining property is to revert to Agriculture. The motion carried.

 

·                    O’Sullivan Shores 1: A motion was made by Commissioner Snead, seconded by Commissioner Allison, to uphold the Planning Commission’s recommendation and approve O’Sullivan Shores 1, with staff to write Findings of Fact. The motion carried.

 

·                    Warden 2: A motion was made by Commissioner Snead, seconded by Commissioner Allison, to uphold the Planning Commission’s recommendation and approve the Rural Area of Intense Development for Warden 2, with staff to write Findings of Fact. The remaining property is to revert to Agriculture. The motion carried.

 

·                    Warden 1: A motion was made by Commissioner Snead, seconded by Commissioner Allison, to uphold the Planning Commission’s recommendation and approve the Rural Area of Intense Development for Warden 1, with staff to write Findings of Fact. The motion carried.

 

·                    Rocky Ford 1: A motion was made by Commissioner Snead, seconded by Commissioner Allison, to uphold the Planning Commission’s recommendation and approve the Rural Area of Intense Development for Rocky Ford 1, with staff to write Findings of Fact. The motion carried.

 

·                    Rocky Ford 2: A motion was made by Commissioner Snead, seconded by Commissioner Allison, to uphold the Planning Commission’s recommendation and approve the Rural Area of Intense Development for Rocky Ford 2, with staff to write Findings of Fact. The motion carried.

 

·                    Rocky Ford 3: A motion was made by Commissioner Snead, seconded by Commissioner Allison, to uphold the Planning Commission’s recommendation and deny the Rural Area of Intense Development for Rocky Ford 3, with staff to write Findings of Fact. The property is to revert to Rural Residential 1. The motion carried.

 

·                    Marine View 1 No action required, Marine View 1 included in Marine View Heights.

 

·                    Mae Valley 1, Mae Valley 2 and Mae Valley 3: A motion was made by Commissioner Snead, seconded by Commissioner Allison, to uphold the Planning Commission’s recommendation and approve the Rural Area of Intense Development for Mae Valley 1, Mae Valley 2 and Mae Valley 3, with staff to write Findings of Fact. The motion carried.

 

·                    Mae Valley 5: A motion was made by Commissioner Snead, seconded by Commissioner Allison, to uphold the Planning Commission’s recommendation and approve the Rural Area of Intense Development for Mae Valley 5, with staff to write Findings of Fact. The motion carried.

 

·                    Wanapum 2: A motion was made by Commissioner Snead, seconded by Commissioner Allison, to uphold the Planning Commission’s recommendation and approve the Rural Area of Intense Development for Wanapum 2, with staff to write Findings of Fact. The remaining property is to revert to Rural Remote. The motion carried.

 

·                    Mallard Haven: A motion was made by Commissioner Snead, seconded by Commissioner Allison, to uphold the Planning Commission’s recommendation and deny the Rural Area of Intense Development for Mallard Haven, with staff to write Findings of Fact. The property is to revert to Rural Remote 2. The motion carried.
