motion was made by Commissioner Snead, seconded by Commissioner Allison, that
Resolution Number 03-144-CC, authorizing an appropriation and expenditure of
funds, Affordable Housing Fund #129, Department #171, in the amount of $50,092,
be passed. The motion carried.

motion was made by Commissioner Allison, seconded by Commissioner Snead, that
Resolution Number 03-145-CC, authorizing an appropriation and expenditure of
funds, Domestic Violence Fund #128, Department, #170, in the amount of $18,700,
be passed. The motion carried.

Resolution Number 03-146-CC, authorizing an appropriation and expenditure of
funds, Mental Health Fund #108, Department #150, in the amount of $461,385, be
passed. The motion carried.

majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement
claims certified by the auditing officer as required by RCW 42.24.090, in the
amount of $219,229.06 as recorded on a listing and made available to the Board.

An Open Record Public Hearing was
held regarding the Proposed Land Use Designation Change, Rural Areas of More
Intensive Development (“RAIDs”) Commissioner Allison provided a brief history
of the Rural Areas of More Intensive Development, Growth Management Act, and
discussed RCW 36.70A.020 and 030.

Schawana: A motion was made by
Commissioner Snead, seconded by Commissioner Allison, to approve Rural Area of
Intense Development for Schawana Rural Community. Staff to write findings of
fact. The motion carried.

Wheeler Area: A motion was made by
Commissioner Snead, seconded by Commissioner Allison, to approve Rural Area of
Intense Development for Wheeler Rural Community. Staff to write findings of
fact.

Royal Camp: A motion was made by
Commissioner Allison, seconded by Commissioner Snead, to approve Rural
Area of Intense Development for Royal Camp Rural Community and the area outside
revert to Agricultural Resource. Staff to write findings of fact. The motion

Snead, to approve Rural Area of Intense Development for Crescent Bar
Recreational Development and the area outside revert to Rural Remote. Staff to

The Gorge: A motion was made by
Commissioner Allison, seconded by Commissioner Snead, to approve Rural Area of
Intense Development for The Gorge Recreational Development, with inclusion of
three 40 acre parcels, 60 acres at the NE corner of Silica and Baseline as
noted by map in grey, and the area outside revert to Agriculture Remote.
Additional stipulation: complete legal description to be provided to staff by
property owners. Staff to write findings of fact. The motion carried.

Commissioner Allison, seconded by Commissioner Snead, to approve Rural Area of
Intense Development for Marine View 2 Recreational Development, including the
two requested additions by Marilyn Meseberg.

Commissioner recommendation and include entire Ballard 1 Rural Freeway
Commercial based on existing development and taking into consideration that it

Department’s recommendation to include Ephrata 2 Rural Recreational Commercial
in Rural Area of Intense Development and the area outside revert to Rural
Residential 1 and noting that there will be a Comprehensive Plan amendment in
the near future. Staff to write findings of fact. The motion carried.

relating to the transfer of funds within the 2003 budget of the Law and Justice
Fund, #121, Department #163, in the amount of $16,000, be passed. The motion
carried.
