The Grant
County Commissioners session was called to
order at 9:00 a.m. by the Chair of the
Board, Deborah Moore, with all the Commissioners
in attendance with the Deputy Clerk of the Board.
The Commissioners
approved the minutes of the August 25,
2003, session.
The Commissioners
approved the request from Warren R. Swanson, Administrator, Juvenile Service, for
out of state travel for two Juvenile Court
staff members to travel to Klamath Falls, Oregon,
to escort an individual back to Grant
County to address outstanding
charges.
A motion
was made by Commissioner Allison, seconded by Commissioner Snead, that
Resolution Number 03-124-CC, a Resolution approving a Preliminary Plat of 32.44
acres into five lots, located in Section 3, Township 20 North, Range 26, East,
Wm. Grant County, WA (Outback Long Plat - Vivian Olsick), be passed. The motion
carried.
The Commissioners
approved the request from Allen D. Holman, Fair & Facilities Manager, for
emergency repairs to the East Central section of the electrical system in the
North Campground on the fairgrounds, and requested a written report of the
repair work.
The Commissioners
approved the salary, wage, and/or position changes as recommended by Angie
Clark, Human Resources Director, for Tonya Price, Jail.
The Commissioners
met with Derek Pohle, PE, Director/County Road
Engineer, Public Works Department, regarding: Execution of Contracts – Q NW Rd
and Bridge 341; 2:00 pm Hearing – Vacation/Hunter Canyon Road; Perch Point; and
Hazardous Waste Event.
The Commissioners
signed the Contract between Grant County
and North Central Construction, Inc., Moses Lake, Washington, for 1 Rd NW and
Bridge #341, CRP 02-27.
The Commissioners
signed the Payroll Final Register for the month of August 2003.
As of this
date, the Board, by a majority vote, does approve for payment those vouchers
certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by
RCW 42.24.090, in the amount of $898,307.13, as recorded on a listing and made
available to the Board.
As of this
date, the Board, by a majority vote, does approve for payment those vouchers
certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified by the auditing officer as required by
RCW 42.24.090, in the amount of $27,473.78, as recorded on a listing and made
available to the Board.
September 3, 2003
The session
was continued at 9:00 a.m. with all of
the Commissioners in attendance with the Deputy
Clerk of the Board.
The Commissioners
approved the request of Sharon Kiehn,
Executive Director, Grant Mental Healthcare, for a budget amendment which
provides a salary and benefit increase for Home Care Workers state-wide. The
increase is effective October 1, 2003
and mandated by Washington State Legislature.
The Chair
of the Board was authorized to sign the Washington State Department of Social
and Health Services Community Mental Health Services License application for
Grant Mental Healthcare. The application was sent to Grant Mental Healthcare to
obtain further signatures.
The Chair
of the Board was authorized to sign the Interlocal Cooperation Agreement
between Grant County
and the Cities and Towns of Ephrata, Grand Coulee,
Mattawa, Moses Lake,
and Quincy, for the purpose of
administering surcharge funds generated as a result of Substitute House Bill
2060 and RCW 36.22.178. The Agreement was signed by Dick Zimbelman, Mayor of
the City of Quincy.
The Commissioners
approved the salary, wage, and/or position changes as recommended by Angie
Clark, Human Resources Director, for Leiza Tobin, Grant Mental Healthcare.
The Commissioners
approved the starting date of August
28, 2003 for Belinda J. Thompson, Juvenile Department; September 2,
2003 for Michael D. Rohlman, Juvenile Department.
An Open
Record Public Hearing was held regarding the 2002 Comprehensive Plan (Comp. Plan)
Amendments. The Chair of the Board reminded those in attendance of the purpose
and process for this hearing.

2002-4 - Tim
Cowin Enterprises, Crescent Bar – Land
Use Designation Change from Recreation Development to Master Planned Resort. The
property owner would like to develop property and is requesting a change from
Recreation Development to Master Planned Resort designation which would allow
the density needed for construction of the condominium and etc. A motion was
made by Commissioner Snead, seconded by Commissioner Allison, to close public
portion of hearing. The motion carried. A motion was made by Commissioner
Snead, seconded by Commissioner Allison, to uphold the Planning Commission’s
unanimous recommendation and approve the Comprehensive Plan Amendment 2002‑4,
Tim Cowin Enterprises, land use designation change from Recreation Development
to Master Planned Resort, with the nine (9) Findings of Fact. The motion
carried.

2002-16 - Grant County, Lakeview Park – Land Use Designation change from Urban Commercial to Urban
Residential, certain areas in Lakeview Park fronting on Highway 28. This proposal would decrease the
commercial designated area to include only the lots fronting along Highway 28
in Lakeview Park
for Blocks 3, 6, 7, 8, 9, 10 and 11 as Commercial and those on the back side of
these blocks be designated as Urban Residential. A motion was made by
Commissioner Allison, seconded by Commissioner Snead, to close the public
portion of the hearing. The motion carried. A motion was made by Commissioner
Snead, seconded by Commissioner Allison, to uphold the Planning Commission’s
unanimous recommendation and approve Comprehensive Plan Amendment 2002‑16,
Grant County, Lakeview Park, Land Use Designation (lots fronting along Highway
28 in Lakeview Park for blocks 3, 6, 7, 8, 9, 10 and 11) change be made from
Urban Commercial to Urban Residential, except for parcels 08-1193-000 /
08-1195-000 / 08-1196-000 / 08-1194-000 to remain as commercial, with the nine
(9) Findings of Fact. The motion carried.

2002-1 - Edmund
Arreola/ Beverly – and
Use Designation Change request from Rural Remote to Rural Community. The proposal is to change the Land
Use Designation from Rural Remote to Rural Community on 19.75 acres of Lower
Crab Creek Road, adjacent to Beverly.
A motion was made by Commissioner Snead, seconded by Commissioner Allison, to
continue 2002-1 application until after the Beverly
area RAID Development Hearing. The motion carried.

2002-2 - Jerry
Butler, Moses Lake – Land Use Designation Change request from Agriculture to Urban
Residential 2 and inclusion in the Moses Lake Urban Growth Boundary area. Proposal is for the Land Use
Designation Change request from Agriculture to Urban Residential 2 and
inclusion in the Moses Lake Urban Growth Boundary area. A motion was made by Commissioner Snead, seconded by Commissioner
Allison, to close the public portion of the hearing. The motion carried. A motion was made by Commissioner
Allison, seconded by Commissioner Snead, to uphold the Planning Commission’s
unanimous recommendation and approve the Land Use Designation change request
from 2002-2 – Jerry Butler - Agriculture to Urban Residential 2 and inclusion
in the Moses Lake Urban Growth Boundary area, with the nine (9) Findings of
Fact. The motion carried.

2002-3- Terry
and Jeff Cochran, Royal City - Land Use Designation Change from Rural
Remote to Recreation Development. Proposal is the development of 120 acres
near Vantage. A motion was made by
Commissioner Snead, seconded by Commissioner Allison, to continue the 2002-3
Terry and Jeff Cochran application until a date after the hearing on the RAIDS
issue. The motion carried.

2002-5 - Buzz
Flemming, Moses Lake - Land Use Designation change from Urban Residential 3 to Urban
Residential 2. A motion was made by Commissioner Snead, seconded by
Commissioner Allison, to close the public portion of the hearing. The motion
carried. A motion was made by Commissioner Snead, seconded by Commissioner
Allison, to uphold the Planning Commission’s unanimous approval of Land Use
Designation Change from Urban Residential 3 to Urban Residential 2 with the
nine (9) Findings of Fact. The motion carried.

2002-6 - David
Sparks/Grant County, Moses Lake – Land Use Designation change from Rural
Commercial to Urban Commercial. Proposal would change the Moses Lake Urban
Growth Area to include existing short plat and additional property designated
as Urban Commercial. The property is being developed by Camp
Chevrolet. A motion was made by Commissioner Allison, seconded by
Commissioner Snead, to close the public portion of the hearing. The motion
carried. A motion was made by
Commissioner Allison, seconded by Commissioner Snead, to uphold the Planning
Commission’s unanimous recommendation to approve the 2002-06 Land Use
Designation change from Rural Commercial to Urban Commercial with the nine (9)
Findings of Fact (including the change in Moses Lake Urban Growth Boundary
Area). The motion carried.
8.
2002-7 - Wanda
Hansen, Moses Lake – Land Use Designation changes from Agriculture to Open Space for tax
purposes. A motion was made by Commissioner Snead, seconded by Commissioner
Allison, to close the public portion of the hearing. The motion carried. A motion was made by Commissioner
Snead moved, seconded by Commissioner Allison, to uphold the Planning
Commission’s unanimous recommendation to approve the Land Use Designation on
parcel 17-0124-000 (lot one not necessary/already in open space) from
Agriculture to Opens Space for tax purposes with nine (9) Findings of Fact. The
motion carried.
9.
2002-8 - Phil
Herman, Moses Lake – Land Use Designation Change from Agriculture to Rural Light
Industrial. The proposal is to change land use designation from Agriculture
to Rural Light Industrial. A motion was made by Commissioner Snead, seconded by
Commissioner Allison, to close the public portion of the hearing. The motion
carried. A motion was made by Commissioner Allison, seconded by Commissioner
Snead, to uphold the Planning Commission’s unanimous recommendation to deny
proposal in accordance with the nine (9) Findings of Fact. The motion carried.
10.
2002-9 - Tren
Jones, Moses Lake – Land Use Designation Change from Urban Residential to Urban
Commercial. The proposal is to change Land Use Designation from Urban
Residential to Urban Commercial. A motion was made by Commissioner Allison,
seconded by Commissioner Snead, to close the public portion of the hearing. The
motion carried. A motion was made by Commissioner Snead, seconded by
Commissioner Allison, to uphold Planning Commission’s unanimous recommendation
to deny Land Use Designation change from Urban Residential to Urban Commercial
with the nine (9) Findings of Fact. The motion carried.

2002-10 - Ed
McLeary, McLeary Family Limited Partnership, Park Lake – Land Use Designation Change request from Rural Residential to
Recreation Development or Shoreline Development. The Commissioners
were advised that Mr. McLeary has sold the property and the new owner is believed
to be Washington State
Parks and Recreation. The Planning Commission
took no action since the property was no longer in Mr. McLeary’s ownership and
advised the Department of State Parks and Recreation that an application was
needed during the 2003 year comprehensive plan amendment cycle. A motion was
made by Commissioner Snead, seconded by Commissioner Allison, to close the
public portion of the hearing. The motion carried. A motion was made by
Commissioner Snead, seconded by Commissioner Allison, that Ed McLeary (McLeary
Family Limited Partnership) does not own property, that the Department of State
Parks and Recreation may have different plans and denied with nine (9) Findings
of Fact on the 2002-10 Land Use Designation change request from Rural
Residential to Recreation Development or Shoreline Development The motion
carried.

2002-11 - Mark
McMillan, Adrian, Soap Lake – Land Use Designation change from Agriculture to Rural Residential. The
property was located on Dry Coulee Road,
in Grant Orchard area near Adrian. A motion was made by Commissioner
Allison, seconded by Commissioner Snead, to close the public portion of the
hearing. The motion carried. A
motion was made by Commissioner Allison, seconded by Commissioner Snead, to
uphold Planning Commission’s unanimous recommendation to approve and change the
Land Use Designation from Agriculture to Rural Residential based on the nine
(9) Findings of Fact. The motion carried.
13.
2002-12 - Colt
Smith and the City of Ephrata – Land Use Designation request for removal of the “RAID” designation
from that area identified as Ephrata Area 1 and 2 and inclusion of Area 2 in
the Ephrata UGA. A motion was made by Commissioner Snead, seconded by
Commissioner Allison, to close the public portion of the hearing. The motion
carried. A motion was made by
Commissioner Allison, seconded by Commissioner Snead, to uphold the Planning
Commission’s unanimous recommendation to amend 2002-12 on the 2 parcels
(Smith/Lolkus) be included in the Ephrata UGA with the nine (9) Findings of
Fact. The motion carried. A motion
was made by Commissioner Allison, seconded by Commissioner Snead, that the
property excluded from the UGA inclusion in application 2002-12 be continued
until date for RAID hearings at a later time. The motion carried.
14.
2002-13 - Chris
Vizena, Quincy – Land Use Designation Change form Agriculture to Urban
Commercial and Inclusion in the City of Quincy UGA. The applicant desires to change the
land use designation on a 1.82 acre parcel of land from Agriculture to Urban
Commercial. A motion was made by
Commissioner Allison, seconded by Commissioner Snead, to close the public
portion of the hearing. The motion carried.
A motion was made by Commissioner Allison, seconded by Commissioner Snead,
to uphold the Planning Commission’s unanimous recommendation to approve the
Land Use Designation change from Agriculture to Urban Commercial and included
in the town of Quincy UGA, based on
the nine (9) Findings of Fact. The motion carried.

2002-14 - Mark
Poth, Moses Lake – Land Use Designation Change request from Public Facilities to Urban
Commercial and/or Urban Residential. A motion was made by Commissioner
Snead, seconded by Commissioner Allison, to close the public portion of the
hearing. The motion carried. A motion was made by Commissioner Snead, seconded
by Commissioner Allison, to continue application 2002-14 until later date in
order to clarify the Planning Commission’s recommendation. The Board of County Commissioners
directed staff to contact both the proponent and Planning Commission for
clarification. The motion carried.
16.
2002-15: Noel
Yingling: Land Use Designation Change request from Agriculture to Current
Use/Open Space for Grant County Assessors change in tax status. The
Planning Commission took no action on this proposal. Only a letter of
explanation was received, there was no application submitted. Staff recommends
denial. A motion was made by
Commissioner Snead, seconded by Commissioner Allison, to close the public
portion of the hearing. The motion carried.
A motion was made by Commissioner Allison, seconded by Commissioner Snead,
to deny Land Use Designation change from Agriculture to Current Use/Open Space
based on the fact that an application was not submitted. The motion carried.
17.
2002-17 - Grant
County/Wahluke School
District, Mattawa –
Land Use Designation Request from Agriculture to Public Facilities. Parcel
is proposed to be included as part of the Urban Growth Area in order to
facilitate school district facilities expansion. A motion was made by Commissioner Allison, seconded by
Commissioner Snead, to close the public portion of the hearing. The motion
carried. A motion was made by
Commissioner Snead, seconded by Commissioner Allison, to uphold the Planning
Commission’s unanimous approval for Land Use Designation request from
Agriculture to Public Facilities and include this parcel (and correct this
parcel number) into the Mattawa UGA with the nine (9) Findings of Fact. The
motion carried.
18.
2002-18 - City
of Soap Lake, Soap Lake – Map correction of the City of Soap Lake corporate
limits, and inclusion of some Industrial properties within the Urban Growth
Area. (NOTE: This item was carried over from last year.) The Commissioners
informed Commissioners that no other mapping
has been provided, no action has been taken by Planning Commission. A motion was made by Commissioner
Allison, seconded by Commissioner Snead, to close the public portion of the
hearing. The motion carried. A
motion was made by Commissioner Allison, seconded by Commissioner Snead, to
deny application 2002-18 requests from the City of Soap Lake corporate limits,
and inclusion of some Industrial properties within the Urban Growth Area.
Commissioner Snead seconded motion. Motion carried.
19.
2002-19 - TD
Investments, ASPI Group, Moses Lake – Land Use Designation change from Rural
Residential to Rural Freeway Commercial. Staff recommended denial of the
carry over and needs more information. A
motion was made by Commissioner Allison, seconded by Commissioner Snead, to
close the public portion of the hearing. The motion carried. A motion was made by Commissioner
Snead, seconded by Commissioner Allison, to deny application 2002-19 (with
mapping) Land Use Designation change from Rural Residential to Rural Freeway
Commercial based on (received no proposal) the nine (9) Findings of Fact. The
motion carried.
20.
2002-20 - Cascade Valley – Land Use Designation change from Urban Residential 3 to Urban
Residential 2. Staff informed the Commissioners
that this request would make the density more compatible to the area. A motion was made by Commissioner
Snead, seconded by Commissioner Allison, to close the public portion of the
hearing. The motion carried. A
motion was made by Commissioner Snead, seconded by Commissioner Allison, to
uphold the Planning Commission’s unanimous recommendation of 2002-20 and
approve Land Use Designation change from Urban Residential 3 to Urban
Residential 2 based on the nine (9) Findings of Fact. The motion carried.
21.
2002-21 - Curtis
Judkins. The Commissioners were advised by
Scott Clark, Director of Planning, that Item 2002-21, at the request of
applicant Curtis Judkins, was withdrawn.
A motion was made by Commissioner Snead, seconded by Commissioner
Allison, that the following requests, all which relate to the RAIDs issue, be
continued until October 15, 2003
at 1:30 p.m.:

September 4, 2003
The session
was continued at 9:00 a.m. with all of
the Commissioners in attendance with the Deputy
Clerk of the Board.
The Commissioners
met with Dave Canfield, Eric Homer, Jerry
Moberg and Jim Cherf in
executive session for an hour and a half regarding risk
management issues and the Washington Counties Risk Pool.
The
Commissioners received an Answer and Jury Demand from the United
States of America. The matter was referred
to the Washington Rural Counties Insurance Pool for handling.

The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Deputy Clerk of the
Board.
The Commissioners authorized settlement of the Lynnette M. Henson matter.
As there
was no further business to come before the Board, the session was adjourned
until September 8, 2003.
