COMMISSIONERS’ PROCEEDINGS

Week of September 22, 2003

 

            The Grant County Commissioners session was called to order at 9:00 a.m. by the Chair of the Board, Deborah Moore, with all of the Commissioners in attendance with the Clerk of the Board.

 

            The Commissioners approved the minutes of the September 2, September 8, and September 15, 2003, session.

 

            The Commissioners approved the salary, wage, and/or position changes as recommended by Angie Clark, Human Resources Director, for Brenda Gentry, Grant Mental Healthcare; Dawn Mauceri, Prosecuting Attorney’s Office; Kathy Ochoa, Grant Mental Healthcare; Steve Martinez; Sheriff’s Office; Bill Stevens, Jail; Mary K. Vannoy; District Court; Rich J. Bonner, District Court; Wanda B. Stratton, District Court; Esmeralda Hernandez, District Court; Peter Holly, Grant Mental Healthcare; Paul Pridmore, Grant Mental Healthcare; and Rick Chapman, Grant Mental Healthcare.

 

            The Commissioners approved the starting date of September 8, 2003 Myrna Nielsen, Grant Mental Healthcare.

 

            The Commissioners approved the separation date of September 9, 2003 for Trudy Black, Grant Mental Healthcare.

 

            The Commissioners approved the request of Angie Clark, Director of Human Resources, to change the District Court File Clerk position to Court Records Clerk.

 

            As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amounts of $699,256.72 as recorded on a listing and made available to the Board.

 

            The Commissioners approved this date the appointment of W. Ron Baker to the Grant County Water Conservancy Board, for a six year period commencing September 22, 2003.

 

            The Commissioners approved this date the appointment of Dennis Francis to the Grant County Solid Waste Advisory Committee (“SWAC”) for a two year period commencing September 22, 2003.

 

            The Commissioners approved the recommendation of Derek Pohle, PE, Director/County Road Engineer, Public Works Department, that contract for Road District No. 1 and Bridge Crew Additions be awarded to Whitebird Construction, Wenatchee, Washington.

 

            The Commissioners approved this date the appointment of Brad Lucas to the Board of the North Central Regional Library, for a seven year term commencing January 1, 2004.

 

            The Commissioners signed the Recording Fee Surcharge Distribution Agreement between Grant County and the North Columbia Community Action Council, the Housing Authority of Grant County and New Hope Domestic Violence and Sexual Assault Services. The agreement was forwarded to the Prosecuting Attorney’s Office for dissemination.

 

            The Chair of the Board was authorized to sign the Washington State Department of Community Trade and Economic Development (“CTED”) Community Development Block Grant (Planning Only) Program Contract 03-64003-035. Participating entity: Beverly Water District. The contract was sent to CTED to obtain further signatures.

 

            The Commissioners approved the request from Sharon Kiehn, Executive Director, Grant Mental Healthcare, to amend the 2003 Mental Health budget, projected revenue.

 

September 23, 2003

 

            The Grant County Commissioners session was called to order at 9:00 a.m. by Chairman Deborah Moore. All of the Commissioners were in attendance with the Clerk of the Board.

 

            The Commissioners met with Derek Pohle, PE, Director/County Road Engineer, Public Works Department, regarding: Authorization to Order – Six (6) Dump Trucks; 2:00 p.m. Public Hearing – Hunter Canyon Road Vacation; Sun Lakes State Park; N-Road NE; CPG Grant Summary; October 11 – HHW Event in Quincy; and Scale Shack.

 

            The Commissioners approved the request for Contract Extension from Derek Pohle, PE, Director/County Road Engineer, Public Works Department, to purchase seven (7) additional dump trucks with snow plows from Freedom Freightliner.

 

            A Public Hearing was held regarding vacating a portion of a certain county road right of way. A motion was made by Commissioner Snead, seconded by Commissioner Allison, that Resolution Number 03-126-CC, a Resolution, an Order Granting Vacation, in the matter of vacating a portion of a certain County Road and right-of-way known as Hunter Canyon Road, also known as County Road Number 34100, be passed. The motion carried.

 

            A motion was made by Commissioner Allison, seconded by Commissioner Snead, that Resolution Number 03-127-CC, a Resolution in the matter of establishing a minimum current expense ending fund balance for Grant County, be passed. The motion carried.

 

            A Public Hearing was held regarding the Arlo Leishman preliminary plat revision request. A motion was made by Commissioner Allison, seconded by Commissioner Snead, to uphold the Planning Commission’s unanimous recommendation and approve the Arlo Leishman preliminary plat revision of 29 acres into 21, approximately one acre lots, (Parker Spring Acres #6) in the Rural Community zone of Grant County, changing location of the roads, with the 12 Conditions of Approval and seven Findings of Fact. The motion carried.

 

            A Public Hearing was held regarding the John Albrandt preliminary long plat application to allow a subdivision consisting of approximately 6.67 acres intended to create six lots, located in the Urban Residential 3 Zone, Cascade Valley area of Moses Lake. A motion was made by Commissioner Allison, seconded by Commissioner Snead, to uphold the Planning Commission’s unanimous recommendation and approve the John Albrandt preliminary long plat with the 11 Conditions of Approval, contingent upon written confirmation from the Public Works Department regarding the change of the 20’ minimum setback in item #8 of the Conditions of Approval, and the seven Findings of Fact. The motion carried.

 

            A Public Hearing was held regarding the Ruben Ramirez and Maria Ramirez Preliminary Plat application for a replat of Lot 15 of Crook Estates in order to divide lot 15 into two 4.5 acre lots. A motion was made by Commissioner Allison, seconded by Commissioner Snead, to uphold the Planning Commission’s unanimous recommendation and approve the replat of lot 15 of Crook Estates with the 10 Conditions of Approval, with the stipulation that item #4 will include the Public Works Department requirement that Crook Loop Road shall be built/completed to current county roads standards from the cul-de-sac north to Road 14‑SW, and the seven Findings of Fact. The motion carried.

 

            The Commissioners approved the start date of September 11, 2003 for Janine M. Aguilar, PARC.

 

            The Commissioners approved the separation date of September 5, 2003 for Sydney Platt, PARC; September 22, 2003 for Becky Garcia, Grant Mental Healthcare; and September 22, 2003 for Mike Lopez, Grant Mental Healthcare.

 

            The Commissioners received a Summons and Complaint for Refund of Property Taxes from Advanced Silicon Materials LLC. The matter was referred to the Prosecuting Attorney and Washington Rural Counties Insurance Pool for handling.

 

            The Commissioners approved this date the appointment of Rob L. Sole to the Housing Authority of Grant County Board for a five year period commencing September 23, 2003.

 

            As there was no further business to come before the Board, the session was adjourned until September 29, 2003.
