COMMISSIONERS’ PROCEEDINGS

Week of April 19, 2004

 

            The Grant County Commissioners session was called to order at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board.

 

            The Commissioners approved the minutes of the April 12, 2004 session.

 

            The Commissioners approved the request by the Ephrata Farmers’ Market Association for the use of C Street from the corner of 1st Avenue NW to West Division; Saturdays from 7:00 a.m. to 1:00 p.m., beginning June 19, 2004 and continuing through the end of October and signed the Agreement to Use County Property for Public Purpose.

 

            The Commissioners approved the salary, wage, and/or position changes as recommended by Angie Clark, Human Resources Director, for Brenda Cleis, DCL; and Karen Maedke, DCL.

 

            The Commissioners approved the separation date of March 31, 2004 for Sonya Gonzales-Krueger, DCL.

 

            As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of $1,095,495.44, as recorded on a listing and made available to the Board.

 

            The Chair of the Board was authorized to sign the State of Washington Invoice Voucher, Department of Community, Trade and Economic Development, CDBG Contract No. 04-64004-004, Payment Request #3 (NCCAC).

 

            As there was no further business to come before the Board the session was continued until April 20, 2004.

 

April 20, 2004

 

            The session was continued at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board.

 

            The Commissioners met in executive session for an hour and fifteen minutes with the Prosecuting Attorney and Washington Rural Counties Insurance Pool representative regarding the public defense contract.

 

            The Commissioners signed the Professional Services Agreement for Legal Representation of Indigent Individuals in Superior Court between Grant County and Brian Gwinn.

 

            The Commissioners met with Derek Pohle, PE, Director/County Engineer, Public Works Department, regarding: TIB Agreement; Execution of Architectural Contracts – Quincy Shop and Re-Striping Program; Farm Unit Sale; and Compost Workshop.

 

            The Commissioners approved the recommendation of Derek Pohle, PE, Director/County Engineer, Public Works Department, that the Architectural Contract for the new Public Works Shop Complex near Quincy, Washington, be awarded to Zeck Butler Architects, PS, Spokane, Washington.

 

            The Commissioners approved the recommendation of Derek Pohle, PE, Director/County Engineer, Public Works Department, that the Re-Striping Program 2004, be awarded to Stripe Rite, Inc., Auburn, Washington.

 

            The Commissioners signed the Findings, Conclusions and, Notice of Final Decision in re the matter of Appeal of Official Administrative Interpretation Requested by Piney Creek Land and Royalty Company.

 

            The Chair of the Board was authorized to sign the Washington State Transportation Improvement Board (“TIB”) Fuel Tax Grant Distribution Agreement, Project Number 8-3-013(006)1, Project Title: Big Bend Community College Park Way.

 

            As there was no further business to come before the Board the session was continued until April 26, 2004.
