COMMISSIONERS’ PROCEEDINGS

Week of June 28, 2004

 

            The Grant County Commissioners session was called to order at 9:00 a.m. with all the Commissioners in attendance with the Deputy Clerk of the Board.

 

            A motion was made by Commissioner Moore, seconded by Commissioner Snead, that Resolution No. 04-087-CC, a resolution in the matter of approving a Preliminary Plat of 42.88 acres into nine lots, located in Section 32, Township 19 North, Range 24, EWM, Grant County Washington (Baseline Lake Plat), be passed. The motion carried.

 

            The Chair of the Board was authorized to sign the Assumption of license from Steven E. Eckenberg, dba R Place Tavern, Desert Aire, WA, from the Washington State Liquor Control Board. Applicants: R Place Tavern Inc., Steven Eiddie Eckenberg and Starlet Lee Eckenberg.

 

            The Commissioners authorized the Prosecuting Attorney to proceed with settlement of the Helms v Grant County matter.

 

            The Commissioners approved the salary, wage, and/or position changes as recommended by Angie Clark, Human Resources Director, for John Turley, Sheriff’s Office and Rosemary Dart, Planning Department.

 

            The Commissioners approved the separation date of June 30, 2004 for Nicole Fredrick, PARC; June 30, 2004 for John Dazell, Sheriff’s Office; July 15, 2004 for Christy Kimmel, Grant Mental Healthcare; June 30, 2004 for Ed Harrell, Planning; and July 9, 2004 for Kent Ziemer, Planning.

 

            The Chair of the Board was authorized to sign the Premera Blue Cross Letter of Agreement, Grant County Health Care Plan Contract Group Numbers 2B634, 2B633, 2B631, 2B632, 2B635, 2B636, and 2B637.

 

            As there was no further business to come before the Board the session was continued until June 29, 2004.

 

June 29, 2004

 

            The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board.

 

            The Commissioners met in executive session from 8:45 a.m. to 9:00 a.m. with the Prosecuting Attorney regarding litigation. No decisions were made or action taken.

 

            A Public Hearing was held regarding the 2003 Comprehensive Plan Amendment. The purpose of the public hearing was to review the 2003 Comprehensive Plan Amendment Cycle as recommended by the Planning Commission and there are a total of ten proposals for review. At 11:33 a.m., Commissioner Allison, allowed a break in the hearing to let Mavis Bennett of Crescent Bar, submit a Petition signed by Crescent Bar residents to Planning staff. Ms. Bennett stated that the Petition had been signed from citizens who are concerned, not necessarily opposed to proposal. There are a total of 35 signatures. Ms. Bennett requested additional time to gather additional signatures and present petition at a later date. The Petition was submitted to the Planning Department.

            A motion was made by Commissioner Snead, seconded by Commissioner Moore, to continue the hearing to the following dates: 1) July 20, 2004 at 10:00 a.m. to 12:00 noon at which time the following applications be heard: 2003-10, Ross Clemenshaw, Crescent Bar; 2003-11, Crescent Golf Estates, Crescent Bar; 2003-08, E. Dean Gill, Moses Lake; 2003-05, Isaak Land Co., Coulee City; 2003-04, Brian Isaak, Coulee City; and 2003-02, Randy Niessner, Royal City; and 2) July 27, 2004 at 10:00 a.m. to 12:00 noon at which time the following applications will be heard: 2003-06 Ronald Kosloski, Electric City; 2003-07 Charles E. Yarbro, Sr., Moses Lake; 2003-01 Stephen J. Allen, Mattawa; and 2003-03 Steven N. Bates, Quincy. The motion carried.

 

            The Commissioners met with Derek Pohle, PE, Director/County Road Engineer, Public Works Department, regarding: 1:30 p.m. Bid Opening – Drip Irrigation System; 2:00 p.m. Bid Opening – Auction Services for 2004; Resolution: Notice of Hearing / Declaring County Property Surplus; Local Agency Agreements – Bridges #153, #219 and #228, Stratford Road, 4 NE Road; Purchase of Vehicle – Warden Police; Dedication Certificate; Bong Loop / Northlake Road; Personnel Issues; Award Letters (process); Randy Weitzel, Weed District No. 1, Fuel; District No. 3, Bruce Pelham; and Car Hulk Metals Drive.

 

            The Commissioners held a Bid Opening on Drip Irrigation System. One bid was received. A motion was made by Commissioner Snead, seconded by Commissioner Allison, to refer the bids to Public Works for their review and recommendation. The motion carried.

 

            The Commissioners held a Bid Opening on Auction Services for 2004. A total of two bids were received. A motion was made by Commissioner Snead, seconded by Commissioner Allison, to refer the bids to Public Works for their review and recommendation. The motion carried.

 

            A motion was made by Commissioner Snead, seconded by Commissioner Moore, that Resolution No. 04-088-CC, a resolution in the matter of declaring certain County-owned property surplus, ordering the sale thereof, and setting the public hearing for 2:00 p.m. on July 13, 2004, be passed. The motion carried.

 

            The Commissioners approved the recommendation of Derek Pohle, PE, Director/County Engineer, Public Works Department, to allow the City of Warden to purchase a County Sheriff surplus vehicle.

 

            The Chair of the Board was authorized to sign the following Washington State Department of Transportation Local Agency Agreement Supplements, Agency: Grant County Public Works; Federal Aid Project Number CDFA No. 20.205: Bridge #163, 22.5 NE; 4 Rd NE; Stratford Rd; Bridge #228, 4 SE; and Bridge #219, W-SE. The Agreements were sent to the Public Works Department to obtain further signatures.

 

            The Commissioners signed the Public Works Payroll Journal for the month of June 2004.

 

            The Commissioners signed the Public Works Claims Fund Voucher Approval No. 06-1 through No. 06-93 in the total amount of $334,984.68, as recorded on a listing and made available to the Board.

 

            A Public Hearing regarding the adoption of the State Building Code was held. After taking public testimony, a motion was made by Commissioner Moore, seconded by Commissioner Snead, to close public comment on this portion of the hearing. The motion carried. A motion was made by Commissioner Snead, seconded by Commissioner Moore, to adopt a Resolution / Ordinance repealing Chapter 14.04 of the Grant County Code and all other ordinances and parts of ordinances in conflict therewith; reenacting a new section of the Grant County Code regulating the erection, construction, enlargement, alteration, repair, moving, removal, demolition, conversion and occupancy of buildings and structures within Grant County by adoption of the Washington State Building Code which consists of the following codes, the 2003 International Building Code, 2003 International Residential Code, 2003 International Mechanical Code, 2003 International Fire Code, 2003 Uniform Plumbing Code, Uniform Code for the Abatement of Dangerous Building; providing for the issuance of permits and the collection of fees therefore; and providing for penalties for the violations thereof, and adding the language “for building permit purposes” to the Resolution / Ordinance introduction, and “for building permit purposes” to Chapter 1 Administration, Item 5 (R) 108.3 Building permit valuations. The motion carried. The hearing was opened for public comment on the resolution portion of the hearing. There was none. A motion was made by Commissioner Moore, seconded by Commissioner Snead, to close the public comment portion of the resolution hearing. The motion carried. A motion was made by Commissioner Moore, seconded by Commissioner Snead, to adopt the Resolution setting fees for Building, Plumbing, Mechanical, and Grading Permits with attachments as presented. The motion carried.

 

            A Public Hearing regarding amendment to the Grant County Code 6.04 and 6.32 – Fireworks/Gorge Amphitheater. The hearing was opened for public comment. There was none. A motion was made by Commissioner Moore, seconded by Commissioner Snead, to close the public comment portion of the hearing. The motion carried. A motion was made by Commissioner Moore, seconded by Commissioner Snead, to adopt a Resolution / Ordinance amending Chapter 6.32 of the Grant County Code by adding a new area for the regulation of the use, possession and sale of fireworks, and other matters properly relating thereto, on the South, Baseline Road West, on the East, Road “U” North, on the North Road “2” North West and on the West the Shoreline of the Columbia River, and the effective date to be July 1, 2005. The motion carried.

 

            The Commissioners authorized the Prosecuting Attorney to proceed with arrangements to retain Jerry J. Moberg, Esquire, for the purpose of defense work for the County.

 

            The Commissioners reviewed and approved the Emergency Procedure Plan for the 2004 Grant County Fair which will be held August 17 – 21, 2004.

 

            The Commissioners received a claim against Grant County from Irene M. Meyers, personal representative of the estates of Clarence E. Rehn and Bertha M. Rehn. The matter was referred to Washington Rural Counties Insurance Pool for handling.

 

            The Commissioners approved the request from Ken Kernan, Undersheriff, to contract one RN and one part time LPN for the Jail noting that the contract for medical service for the Jail with Dr. Allred would be reduced by approximately $111,250.

 

            As there was no further business to come before the Board the session was continued until June 30, 2004.

 

June 30, 2004

 

            The session was continued at 9:00 a.m. with Commissioners Allison and Snead in attendance with the Clerk of the Board. Commissioner Moore was not in attendance.

 

            As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of $191,471.02, as recorded on a listing and made available to the Board.

 

            The Commissioners approved the recommendation of Angie Clark, Human Resources Director, to allow an exception to the hiring freeze by the Sheriff’s Office to fill one summer intern position.

 

            The Chair of the Board was authorized to sign the Desert Aire Associates (Desert Aire Div No 9 Ph 4) Final Plat Submission and Review, File #03-3688.

 

            As there was no further business to come before the Board the session was continued until July 1, 2004.

 

July 1, 2004

 

            The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board.

 

            The Commissioners approved the request from Sharon Kiehn, Executive Director, Grant Mental Healthcare, for a budget extension to the 2004 Developmental Disabilities budget and .75 FTE Financial Coordinator, funded by the residential vendor rate increase by the Washington State Legislature.

 

            A motion was made by Commissioner Snead, seconded by Commissioner Moore, that Resolution No. 04-089-CC, a Resolution / Ordinance amending Chapter 6.32 of the Grant County Code by adding a new area for the regulation of the use, possession and sale of Fireworks, and other matters properly relating thereto (Gorge Amphitheater and Campground Area), be passed. The motion carried. Effective date: July 1, 2005.
