COMMISSIONERS’ PROCEEDINGS

Week of October 11, 2004

 

The Grant County Commissioners session was called to order at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board.

 

The Commissioners signed Ordinance No. 04-127-CC relating to an amendment of the Grant County Zoning Map changing approximately 3.01 acres owned by Jeromy McKean and 2.05 acres owned by John Miracle at 1604 Legend Lane, Moses Lake, in the Cascade Valley area, and in Section 21, Township 19 N., Range 28 E., WM., from Urban residential 3 to Urban residential 2.

 

The Commissioners approved the department transfer of Belinda Thompson from Grant County Juvenile Court and Youth Services to Grant Mental Healthcare.

 

The Commissioners approved the salary, wage, and/or position changes as recommended by Angie Clark, Human Resources Director, for Sonia Davis, Clerks Office.

 

The Commissioners approved the separation date of October 4, 2004 for Cassandra Botello, Developmental Disabilities, Residential.

 

The Commissioners approved the hire date of October 1, 2004 for Gricelda Oliva, Anita Reyna, and Rebecca Jalomo Tovar, PARC.

 

The Commissioners approved the recommendation of Vern Cummings, Facilities Manager, for the award of the Sheriff’s Office heating system to the Furnace Store in the amount of $4,824.05.

 

As there was no further business to come before the Board the session was continued until October 12, 2004.

 

October 12, 2004

 

The Grant County Commissioners session was called to order at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board.

 

The Commissioners approved the September 13 and 20, 2004 minutes.

 

The Commissioners approved the recommendation of Sharon Kiehn, Executive Director Grant Mental Healthcare, Developmental Disabilities and New Hope for the measure, furnish and installation of pleated shades for the Grant Mental healthcare  Quincy office to Skaug Brothers in the amount of $2,617.38.

 

The Commissioners approved out of state travel for Sharon Kiehn, Executive Director Grant Mental Healthcare, Developmental Disabilities and New Hope to attend the National Behavioral Healthcare Conference in San Francisco, CA, March 11-15, 2005.

 

The Commissioners met with Derek Pohle, PE, Director/County Engineer, Public Works Department regarding Execution of Contracts:  Dodson Road; 3:30 p.m. Franchise Hearing:  Smith Brothers; BBCC Photo Shoot; Pierce County CRAB; and Delano Landfill.

 

The Commissioners signed the Dodson Rd. NW Overlay, CRP 04-23 contract between Grant County and Basin Paving Company.

 

The Commissioners received a Certificate of Insurance from Washington Insurance Services Inc.

 

            The Commissioners signed the Public Works Claims Fund Voucher Approval No. 10-1 through No. 10-158 in the total amount of $1,524,780.66, as recorded on a listing and made available to the Board.

 

            As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of $402,450.55, as recorded on a listing and made available to the Board.

 

            A public hearing was called to order by Commissioner Allison.  Hector Torres described the proposal as a preliminary plat and SEPA Environmental Checklist for a subdivision of a 32-acre parcel into forty-nine (49) lots in the Urban Residential 2 (UR2) Zone of Grant County.  This project is within the Urban Growth Area boundary of Moses Lake.  The intent of this project is to create forty-eight (48) single-family residential lots, an average of a half (1/2) acre in size, and one (1) lot dedicated as open space for protection of critical areas, approximately 2.723-acres in size.  The Commissioners had many questions regarding well head protection, the 100 foot radius that must be maintained, and sidewalk issues.  These questions were not able to be immediately answered.  Commissioner Snead made a motion to continue the hearing until October 26, 2004 at 11:00 am.  Commissioner Moore seconded the motion and the hearing was continued until October 26, 2004.  The hearing adjourned.

 

A hearing was called to order by Commissioner Allison who stated that Smith Brothers Farms was applying to construct, operate and maintain irrigation mainlines on certain County Road Rights of Ways within Grant County for System Expansion to outlying farm units.  The property is located on Adams road from Rd 12.5 SW south 800 feet to Farm Unit #13, Rd 12 SW east from existing crossing to Rd J SW along Farm Units 21 & 22 North along Rd. J to farm unit # 20.  Jeff Tincher, Public Works, stated that they had no objections to this application, only a requirement that the proponent complete a work and right of way permit.  Mary Jane Spragg and Cindy Carter stated concerns that the water being used in the irrigation pipes was going to be “Green Water”.  They submitted pictures of the site in question.  Commissioner Moore stated that based on the lack of information and public concerns, that the hearing should be continued until October 25, 2004 at 2:30 pm.  Commissioner Snead seconded the motion hearing was continued until October 25, 2004.  The hearing adjourned.

 

As there was no further business to come before the Board the session was continued until October 13, 2004.

 

October 13, 2004

 

The Grant County Commissioners session was called to order at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board.

 

The Chair of the Board was authorized to sign a Certified Prevention Professional Application Packet for Jennifer Lane, Administrator/County CD Coordinator who is preparing to take an exam for the credential of Prevention Professional.

 

As of this date the Board by a majority vote does approve for payment those vouchers as presented by the Grant County Health District: Payroll Vouchers #1 – 4, and General Fund Vouchers #5 – 87, in the amount of $133,907.13, as recorded on a listing and made available to the Board.

 

The Commissioners approved the salary, wage, and/or position changes as recommended by Angie Clark, Human Resources Director, for Chris Lange, John Martin and Angela Clay, Grant Mental Healthcare.

 

The Commissioners approved the hire date of October 12, 2004 for Tess Grant, District Court.

 

The Commissioners approved the separation date of September 23, 2004 for Sherry L. Murray, Fairgrounds.

 

The Chair of the Board was authorized to sign the State of Washington Invoice Voucher, Department of Community, Trade and Economic Development, CDBG Contract No.

04-64004-004, Payment Request #9 (“NCCAC”).

 

As there was no further business to come before the Board the session was continued until October 18, 2004.
