COMMISSIONERS’ PROCEEDINGS

Week of September 27, 2004

 

The Grant County Commissioners session was called to order at 9:00 a.m. with Commissioners Moore and Snead in attendance with the Clerk of the Board. Commissioner Allison was not in attendance and excused.

 

The Chair of the Board was authorized to sign the Interlocal Agreement between Grant County (the “County”) and the City of Moses Lake (the “City”) for shared Geographical Information System (GIS) services.

 

The Commissioners approved the out-of-state travel for John Kugler, WSU Cooperative Extension, to travel to Prineville, Oregon for the Northwest Forage Workers Conference.

 

The Commissioners approved the request from Angie Clark, Human Resources Director, to make an exception to the hiring freeze for the Clerk’s office to hire one Clerk position and one Court Records Clerk position.

 

The Commissioners approved the salary, wage, and/or position changes as recommended by Angie Clark, Human Resources Director, for: Miranda Bridges, Directions in Community Living; and Hector Torres and Sonja Baker, Planning.

 

The Commissioners approved the hire date of August 5, 2004 for Steve Hicks, Fairgrounds.

 

The Commissioners approved the separation date of August 14, 2004 for Steve Hicks, Fairgrounds; and October 2, 2004 for Lesa Plaisted, Directions in Community Living.

 

As there was no further business to come before the Board the session was continued until September 28, 2004.

 

September 28, 2004

 

The session was continued at 9:00 a.m. with Commissioners Moore and Snead in attendance with the Clerk of the Board. Commissioner Allison was not in attendance and excused.

 

The Commissioners met with Derek Pohle, PE, Director/County Engineer, Public Works Department, regarding:  Bid opening on Dodson Road NW Overlay; Resolution on Budget Transfer for Paths and Trails; U.S.B.R. Property Transfer; Friday Golf and HHW Event/Royal City.

 

The Commissioners held a Bid Opening on Dodson Road NW Overlay, CRP 04-23. A motion was made by Commissioner Moore, seconded by Commissioner Snead, to refer the bids to Public Works for their review and recommendation. The motion carried.

 

The Commissioners approved the recommendation of Derek Pohle, PE, Director/County Road Engineer, Public Works Department, that the Dodson Rd. NW Overlay, CRP 04-23 contract be awarded to Basin Paving Co. at the bid price of $513,749.50.

 

The Commissioners signed Resolution No. 04-125-CC for a budget transfer in Public Works Paths & Trails fund #103 to fund #101 in the amount of $100,000.00 for the Big Bend Community College Campus Parkway Project.

 

As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of $281,346.77, as recorded on a listing and made available to the Board.

 

The Commissioners approved the hire date of September 20, 2004 for Wanda Stratton, Prosecutors Office.

 

The Commissioners approved the salary, wage, and/or position changes as recommended by Angie Clark, Human Resources Director, for: Carrie Heston, Susie Mora and Kenneth Holloway, Treasurer Office.

 

A public hearing regarding Grant Mental Healthcare and Developmental Disabilities budget extension was called to order by Commissioner Snead.  Commissioner Moore moved to close the public portion of the hearing.  Commissioner Snead seconded the motion.  All were in favor and the motion passed with 2 Commissioners in attendance.  Commissioner Moore moved to approve the supplemental extension in the 2004 Grant Mental Healthcare & Developmental Disabilities fund

# 125, Dept 167.  Commissioner Snead seconded the motion.  All were in favor and the motion passed with 2 Commissioners in attendance.

 

            A public hearing regarding the 2004 Grant County Comprehensive Plan Amendments was called to order by Commissioner Snead.  Billie Sumrall stated that the book she passed out for review was the 2004 Grant County Comprehensive Plan Amendments.  This starts the SEPA initiation process, recognizing that the Boards decision at this time does not constitute a final decision nor does it establish whether or not an amendment will ultimately be approved or denied.  Commissioner Moore stated that at this hearing, no public comment will be heard.  Commissioner Moore moved to submit the above applicants in the SEPA review process, Items 2004-01 through 2004-12, to the Planning Commission for review.  Commissioner Snead seconded the motion.  Commissioner Moore then stated to amend the “motion”, she wanted to make sure that when Public Works application was ready that they would be added to the list above.  Commissioner Snead seconded that motion.  All were in favor and the hearing adjourned with 2 Commissioners in attendance.
