COMMISSIONERS’ PROCEEDINGS

Week of July 11, 2005

 

The Grant County Commissioners session was called to order at 9:00 a.m. with Commissioners Allison and Stevens in attendance with the Clerk of the Board. Commissioner Moore was not in attendance and excused.

 

The Chair of the Board was authorized to sign the Walter and Maria Stephens (Stephens Estates) Final Plat Submission and Review, File #03-3691 and Patty Jones (Jones-Stetner Replat) Final Plat Submission and Review, File #04-3909.

 

The Chair of the Board was authorized to sign a Findings of Fact petition from the Public Hearings on the Columbia Basin Ground Water Management Area (GWMA) regarding an amendment to expand the GWMA boundary area to include Lincoln County and to allow the GWMA to be involved in groundwater quality and groundwater quantity issues as a non-regulatory, technical and planning resource for the collection and sharing of groundwater data and information.

 

A motion was made by Commissioner Stevens, seconded by Commissioner Allison, that 05-245-CC, a resolution in the matter of vacating a portion of Willow Springs Road, Road log number 32350, be passed. The motion carried.

 

The Commissioners approved the request of the Juvenile Court and Youth Services Administrator for a budget extension hearing for a Maytag commercial washing machine in the amount of $862.00.  The hearing was set for August 3, 2005 at 11:30 am.

 

As of this date the Board by a majority vote does approve for payment those vouchers as presented by the Grant County Health District: Payroll Vouchers #1 – 4, and General Fund Vouchers #5 – 74, in the amount of $134,916.02, as recorded on a listing and made available to the Board.

 

The Commissioners approved the May 31, 2005 session minutes.

 

As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of $515,253.19, as recorded on a listing and made available to the Board.

 

The Commissioners approved a request from the Prosecuting Attorney’s Office for a budget extension in the amount of $5,286.68 for the cost of repair to a file system.

 

As there was no further business to come before the Board the session was continued until July 12, 2005.

 

 

July 12, 2005

 

The session was continued at 9:00 a.m. with Commissioners Allison and Stevens in attendance with the Clerk of the Board. Commissioner Moore was not in attendance and excused.

 

The Commissioners met in executive session with legal counsel for 5 minutes regarding litigation.

 

The Commissioners approved the June 6, 2005 session minutes.

 

The Commissioners met with the Public Works Director regarding:  Authorization to Call for Bids on Road S-NE; Resolution Initiating CRP No. 05-20c County Road K-SE; and Execution of Contracts for Neva Lake Road and Dodson Road.

 

The Commissioners signed the Authorization to Call for Bids on Road S-NE.  Bid opening to be held July 26, 2005 at 2:00 pm.

 

A motion was made by Commissioner Stevens, seconded by Commissioner Allison, that Resolution No.  05-246-CC, a resolution in the matter of initiating a County Road Project designated as CRP 05-20c, Road K-SE, be passed. The motion carried.

 

            The Commissioners signed a contract for Neva Lake Road NW, CRP 04-12 and Dodson Road NW, CRP 04-23 between Tommer Construction, Ephrata, WA and Grant County.

 

The Commissioners held a public hearing regarding a budget extension for the Grant County Jail Law and Justice Fund in the amount of $47,664.00 for the Ephrata Medical Center Health Services contract 2005-2006.  Commissioner Stevens moved to close the public comment portion of the hearing, Commissioner Allison seconded and the motion and the motion passed with 2 Commissioners in attendance.  Commissioner Stevens moved to pass the budget extension as presented, Commissioner Allison seconded and the motion passed with 2 Commissioners in attendance.  The hearing adjourned. 

 

A motion was made by Commissioner Stevens, seconded by Commissioner Allison, that Resolution No.  05-248-CC, a resolution relating to a supplemental extension in the 2005 budget of the Law and Justice Fund #121, Department #163, be passed. The motion carried.

 

The Commissioners held a public hearing regarding a budget extension for the Grant County Sheriff’s Office in the amount of $4,865.60 to allow for a Methamphetamine Grant.  Commissioner Stevens moved to close the public comment portion of the hearing, Commissioner Allison seconded and the motion and the motion passed with 2 Commissioners in attendance.  Commissioner Stevens moved to pass the budget extension as presented, Commissioner Allison seconded and the motion passed with 2 Commissioners in attendance.  The hearing adjourned. 

 

            A motion was made by Commissioner Stevens, seconded by Allison, that Resolution No.  05-247-CC, a resolution relating to a supplemental extension in the 2005 budget of the Grant County Sheriff’s Office Fund #001, Department #114, in the amount of $4,865.60, be passed. The motion carried.

 

As there was no further business to come before the Board the session was continued until July 13, 2005.

 

 

 

 

 

 

July 13, 2005

 

The session was continued at 9:00 a.m. with Commissioners Allison and Stevens in attendance with the Clerk of the Board. Commissioner Moore was not in attendance and excused.

 

The Commissioners signed the Public Works Claims Fund Voucher Approval No. 07-1 through No. 07-19 in the total amount of $68,011.87 and Approval No. 07-01 through 07-191 in the total amount of $2,461,878.95, as recorded on a listing and made available to the Board.

 

The Commissioners approved the salary, wage, and/or position changes as recommended by the Human Resources Director for Merrilyn Ferebee, Jail and Edward Stevens, Sheriff’s Office.

 

            As there was no further business to come before the Board the session was continued until July 15, 2005.

 

           

July 15, 2005

 

The session was continued at 9:00 a.m. with Commissioners Allison and Stevens in attendance with the Clerk of the Board. Commissioner Moore was not in attendance and excused.

 

The Chair of the Board was authorized to sign an agreement between the Department of Justice, Office of Justice Programs, Bureau of Justice Assistance Grant and Grant County for the Sheriff’s Office to purchase equipment for their motorcycle unit in the amount of $16,105.00

 

As there was no further business to come before the Board the session was continued until July 15, 2005.
