COMMISSIONERS’ PROCEEDINGS

Week of July 25, 2005

 

The Grant County Commissioners session was called to order at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board.

 

The Commissioners signed a County Program Agreement between Grant County New Hope Domestic Violence/Sexual Assault Services and DSHS for Domestic Violence Emergency Shelter and Advocacy.

 

As there was no further business to come before the Board the session was continued until July 26, 2005.

 

 

July 26, 2005

 

The session was continued at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board.

 

The Commissioners met in Executive Session for 5 minutes with legal counsel regarding litigation.

 

The Commissioners met with the Public Works Director regarding:  Bid Openings for Landfill Gas Well & Probe Installation and Road S-NE; Authorization to Call for Bids for Road 2-SW; Execution of Contracts on the Stratford Road project; Resolution for the Intent to Vacate & Notice of Hearing on the George Faulkner Vacation; and a Ken Kernan letter.

 

A motion was made by Commissioner Stevens, seconded by Commissioner Moore, that Resolution No. 05-258-CC, a resolution in the matter of the intention to vacate and notice of hearing for the future road easement contained within lots 4, 5, and 6 of Pitts Flemming Estates, a replat of Lot 3 Johnson Short Plat, be passed. The motion carried.

 

The Commissioners signed the Authorization to Call for Bids on the Road 2-SW, CRP 04-07 project.  Bids are to be opened August 9, 2005 at 1:30 pm.

 

The Commissioners held a Bid Opening on the Road S-NE, CRP 04-09 project. A motion was made by Commissioner Stevens, seconded by Commissioner Moore, to refer the bids to Public Works for their review and recommendation. The motion carried.

 

The Commissioners held a Bid Opening on the Ephrata Landfill Gas Well and Probe Installation. A motion was made by Commissioner Stevens, seconded by Commissioner Moore, to refer the bids to Public Works for their review and recommendation. The motion carried.

 

The Commissioners signed a contract between Grant County and Desert Rock Excavation, Inc., Moses Lake, WA for the Stratford Road NE, CRP 04-14 project.

 

The Commissioners approved the recommendation of the Public Works Director that the Ephrata Landfill, Gas Well and Probe Installation contract be awarded to Hereford Contracting & Excavation, Inc., at the bid price of $232,573.11; and the Road S-NE CRP 04-09 contract be awarded to HLT Construction, at the bid price of $229,268.40.

 

As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of $761,267.06, as recorded on a listing and made available to the Board.

 

The Commissioners approved the request of the Assessor for a budget extension to Fund #001, Department #107 in the amount of $57.16.

 

A motion was made by Commissioner Stevens, seconded by Commissioner Moore, that Resolution No.  05-259-CC, a resolution relating to the establishment of a new fund/department to be named Homeless Housing, Fund #130, Department #172, be passed. The motion carried.

 

The Chair of the Board was authorized to sign a contract number 0363-37859 between Grant County Directions in Community Living and DSHS to affirm the agreed upon number of clients and reimbursement rates associated with the contract.

 

As there was no further business to come before the Board the session was continued until July 27, 2005.

 

 

July 27, 2005

 

The session was continued at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board.

 

The Chair of the Board was authorized to sign an Interagency Agreement number C0600035 between the State of Washington Department of Ecology and Grant County Sheriff’s Office for a Community Litter Cleanup Program; and a Procurement Certification Form to follow the Standards for Competitive Solicitation.

 

The Chair of the Board was authorized to sign the Stacie Butcher (Butcher Short Plat) Final Plat Submission and Review, File #03-3665-02; and the Ron Gear (Shorecrest Estates Replat #1) Final Plat Submission and Review, File #04-3985.

 

The Commissioners approved the salary, wage, and/or position changes as recommended by the Human Resources Director for: Collin Hyer, Sheriff’s Office; Laurie Buchanan, Auditor; Dawn Mauceri and Sheila Poe, Prosecutor’s Office; Carrie Heston, Treasurer’s Office; Scott A. Lesser, Fairgrounds; and Becky Morris, Human Resources.

The Commissioners approved the transfer date of July 31, 2005 for Richard Watson from the Sheriff’s Office to the Building Department.

 

The Commissioners approved the hire date of July 21, 2005 for Sidney Gaertuer and Ty Webb, Fairgrounds.

 

            As there was no further business to come before the Board the session was continued until August 1, 2005.
