COMMISSIONERS’ PROCEEDINGS
Week of June 12, 2006

 

 

The Grant County Commissioners session was called to order at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board.

The Commissioners approved the April 10, 2006 Commissioners’ Proceedings.

As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of $726,650.45, as recorded on a listing and made available to the Board.

A motion was made by Commissioner Allison, seconded by Commissioner Moore, that Resolution No. 06-173-CC, a resolution and notice of hearing in the matter of vacating a portion of a certain county road right of way of the Crescent Bar Road, Road 737, be passed. The motion carried.  The hearing was set for June 27, 2006 at 2:30 pm.

The Commissioners approved the recommendation of the Grant County Fair Association Chair to implement the 2006 Fair Emergency Procedure Plan for the Grant County Fair for the protection and service of our fair-goers, exhibitors, volunteers and employees to ensure a safe and outstanding event.

The Commissioners signed the Public Works Claims Fund Voucher Approval No. 06-1 through No. 06-173 in the total amount of $1,307,347.48, as recorded on a listing and made available to the Board.

The Chair of the Board was authorized to sign approval of the Special Occasion License Application of the Fraternal Order of Eagles 2622, Ladies Auxiliary, 1517 W. Broadway, Moses Lake, WA  98837, from the Washington State Liquor Control Board.

A motion was made by Commissioner Moore, seconded by Commissioner Allison, that Ordinance No. 06-174-CC, an ordinance relating to an amendment of the Grant County Zoning Map changing one (1), 40.9-acre parcel, zoned Agriculture (AG) to Rural Residential 1 (RR1).  The subject parcel is the northwestern portion of Farm Unit 114 Irrigation Block 70, located along Rd. B NE just north of the intersection of Rd. B NE and State Route 28, north of Ephrata, in a portion of Section 02, Township 21 North, Range 26 East and Section 35, Range 22 North, Range 26 East, Willamette Meridian, Grant County, WA (parcel #20-0114-000), be passed. The motion carried.

A motion was made by Commissioner Moore, seconded by Commissioner Allison, that Resolution No. 06-175-CC, a resolution in the matter of approving a preliminary plat of ~74.35 acres into thirteen lots for Vladimir Beregovoy, located in a portion of S 02, T 21 N, R 26 E & S 035, T 22 N, R26 E, WM, Grant County, WA., be passed.  The motion carried.

The Commissioners signed a County Program Agreement Amendment WorkFirst between the Department of Social and Health Services (DSHS) and Grant County Health District to extend the date of the contract #0563-83403 Amendment No. 01, to June 30, 2007.

As of this date the Board by a majority vote does approve for payment those vouchers as presented by the Grant County Health District: Payroll Vouchers No. 1 – 5, and General Fund Vouchers No. 6 – 66, in the amount of $157,706.25, as recorded on a listing and made available to the Board.

The Commissioners approved the request of the Grant County Public Employees Association (Public Works) to reimburse certain employees for costs associated with their Income Tax amendments for years 2003, 2004, 2005.

As there was no further business to come before the Board the session was continued until June 13, 2006.

June 13, 2006

The session was continued at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board.

The Commissioners met with the Public Works Director regarding:  Intergovernmental Agreement with Moses Lake School District; Facilities Maintenance Specialists Interviews on June 21, 2006; proposed shuttle train facility at Wilson Creek Union Grain at Wye Station in Wilson Creek; Intent to Vacate the Old Crescent Bar Road; the Westmoreland Property; and Free Dump Summary.

The Commissioners approved an Intergovernmental Agreement between the Moses Lake School District and Grant County for the Safe Routes to Schools Program, Longview Elementary School.  The County will obligate $25,000 as matching funds from the Paths & Trails fund.

The Commissioners held a public hearing regarding a Minor Rezone application from Clay Johnson to change the zoning from Urban Residential 3 (UR3) to Urban Residential 2 (UR2) in order to make the zoning and land use designation consistent.  Location of the property is 2772 Elgin Rd, within the urban growth area boundary of Moses Lake and is a portion of the NW ¼ of the NE ¼ of S 20, T 19 N, R 28 E, W M., Grant County (parcel no. 170764000).  The Planning Commission has forwarded this proposal with a recommendation to approve.  Commissioner Allison moved to uphold the Planning Commissions recommendation to approve the application recognizing the 10 Findings of Fact, Commissioner Moore seconded and the motion passed unanimously.  The hearing adjourned. 

A motion was made by Commissioner Moore, seconded by Commissioner Allison, that Ordinance No. 06-176-CC, an ordinance relating to an amendment of the Grant County Zoning Map changing one (1), 3.2-acre parcel, zoned Urban Residential 3 (UR3) to Urban Residential 2 (UR2).  The subject parcel is located within the Moses Lake UGA Boundary, in the Cascade Valley area, and is a portion of northwest quarter of the northeast quarter of Section 20, Township 19 N., Range 28 E., W.M., Grant County, WA, be passed. The motion carried

The Commissioners held a public hearing regarding an amendment to the Grant County Code section 11.30.030, to permit the operating of an ORV in areas designated for Public ORV use in Grant County to carry passengers and, other matters properly relating thereto.   Commissioner Moore moved to close the public comment portion of the hearing, Commissioner Allison seconded and the motion passed unanimously.  Commissioner Allison moved to approve Ordinance 06-133-CC amending the Grant County Code as presented, Commissioner Moore seconded and the motion passed unanimously.  The hearing adjourned.

A motion was made by Commissioner Moore, seconded by Commissioner Allison, that Ordinance/Resolution No. 06-133-CC, an ordinance resolution amending Section 11.30.030 of the Grant County Code, to permit the operation of an ORV in areas designated for public ORV use in Grant County to carry passengers and other matters properly relating thereto, be passed. The motion carried.

A motion was made by Commissioner Moore, seconded by Commissioner Allison, that Resolution No.  06-178-CC, a resolution adopting the Grant County All-Hazards Mitigation Plan as the Official Hazard Mitigation Plan for the County of Grant, Washington, be passed. The motion carried.

As there was no further business to come before the Board the session was continued until June 14, 2006.

June 14, 2006

The session was continued at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board.

The Commissioners approved the request from the Human Resources Director for a budget extension to the 2006 Budget of Information Services in the amount of $6,947.00, for the ImageSource Workflow Project.  The hearing date was set for July 11, 2006 at 11:15 am.

The Commissioners approved the request from a Grant County Sheriff’s Office Chief Deputy for a budget extension in the amount of $20,941.00 to receive funds from a Law Enforcement Terrorist Prevention and Planning Grant.  The hearing date was set for July 11, 2006 at 11:15 am.

The Commissioners held a public hearing regarding a budget extension for Grant County Developmental Disabilities due to unanticipated funds, in the amount of $113,336.50.  Commissioner Allison moved to close the public comment portion of the hearing, Commissioner Moore seconded and the motion passed unanimously.  Commissioner Allison moved to approve the budget extension as presented, Commissioner Moore seconded and the motion passed unanimously.  The hearing adjourned.

A motion was made by Commissioner Moore, seconded by Commissioner Allison, that Resolution No.  06-176-CC, a resolution relating to a supplemental extension in the 2006 Budget of Grant County Developmental Disabilities Fund #125, Department #167 due to unanticipated state and/or federal funds in the amount of $113,336.50, be passed. The motion carried.

The Commissioners held a public hearing regarding a budget extension for Grant County New Hope due to unanticipated funds, in the amount of $26,590.00.  Commissioner Allison moved to close the public comment portion of the hearing, Commissioner Moore seconded and the motion passed unanimously.  Commissioner Allison moved to approve the budget extension as presented, Commissioner Moore seconded and the motion passed unanimously.  The hearing adjourned

A motion was made by Commissioner Moore, seconded by Commissioner Allison, that Resolution No.  06-177-CC, a resolution relating to a supplemental extension in the 2006 Budget of Grant County New Hope Domestic Violence/Sexual Assault Services Fund #128, Department #170, due to unanticipated state and/or federal funds in the amount of $26,590.00, be passed. The motion carried. 

The Commissioners approved the request from the Grant Mental Healthcare Interim Executive Director for out of state travel for their employee to attend training in Las Vegas, Nevada.

The Commissioners approved the request of the Chief Deputy Assessor to receive a County issued Credit Card.

            As there was no further business to come before the Board the session was continued until June 19, 2006.
