COMMISSIONERS’ PROCEEDINGS
Week of July 31, 2006

 

The Grant County Commissioners session was called to order at 9:00 a.m. with all the Commissioners in attendance with the Deputy Clerk of the Board.

The Commissioners approved the June 19, 2006 and July 3, 2006 Commissioners’ Proceedings.

As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount $352,408.08, as recorded on a listing and made available to the Board.

The Commissioners signed the Public Works Claims Fund Voucher Approval No. 07-1 through No. 07-116 in the total amount of $1,130,675.71, as recorded on a listing and made available to the Board.

The Commissioners approved the recommendations of the Fairgrounds Facility Advisory Committee to 1) obtain potable water from the City of Moses Lake through the agreement that was established in 1955; and 2) hook up to the Moses Lake sewer systems providing an Interlocal Agreement can be reached that would assure the historical, traditional and future uses of Fairgrounds property; for the Grant County Fairgrounds.

The Chair of the Board was authorized to sign the Corrected Notice of Liquor License Application of Lawrence Cellars, 12688 Road D SW, Royal City, WA  99357, applicant is Lawrence Cellars, LLC; and Foxy Roxy Wine Company, 3744 Hwy 26 E, Othello, WA 99344, applicant is  Foxy Roxy LLC, from the Washington State Liquor Control Board.

A motion was made by Commissioner Moore, seconded by Commissioner Allison, that Resolution No. 06-203-CC, a resolution in the matter of approving a preliminary plat the Ron Gear Long Plat, dividing two parcels into fifteen lots located in a portion of S. 27, T. 20 N, R. 27 E, WM, Grant County Washington, be passed. The motion carried.

A motion was made by Commissioner Moore, seconded by Commissioner Allison, that Ordinance No. 06-204-CC, an ordinance relating to an amendment of the Grant County Zoning Map changing the zoning of an approximately 145.72-acre parcel from Rural Remote to Agriculture.  The subject area is located approximately 1.5 miles north of the Town of Mattawa in the NW quarter of the intersection of State Highway 243 and Road 23-SW; and is a portion of S 27, T 15 N, R 23 E, WM, Grant County, WA (parcel #15-0195-000), be passed. The motion carried.

 

 

A motion was made by Commissioner Moore, seconded by Commissioner Allison, that Ordinance No. 06-205-CC, an ordinance relating to an amendment of the Grant County Zoning Map changing the zoning of an approximately 9-acre portion of two parcels from Urban Light Industrial to Urban Commercial 2.  The subject area is located inside the Town of Mattawa’s UGA Boundary, just west of town, in the NW quarter of the intersection of State Highway 243 and Road 24-SW; and is a portion of S 34, T 15 N, R 23 E, WM, Grant County, WA (portions of parcel #’s 15-0224-009 & 15-0224-013), be passed. The motion carried.

A motion was made by Commissioner Moore, seconded by Commissioner Allison, that Resolution No. 06-206-CC, a Resolution Amending Resolution No. 05-267-CC for Comprehensive Planning in Grant County in Accordance with the Washington State Growth Management Act (RCW36.70 A), be passed. The motion carried.

The Commissioners approved the recommendation of the Human Resources Director to contract with QCL, a local Occupational Health Conservationist, to implement a Hearing Conservation Program for the Public Works Department to reduce hearing loss due to workplace noise exposures.

The Commissioners approved the recommendation of the Human Resources Director to promote Aracely Yanez of District Court to a regular full-time Deputy Clerk II position.

The Commissioners approved the recommendation of the Human Resources Director to revise the job description and perform a salary re-evaluation of the Grant Mental Healthcare Adult Services Manager position.

As there was no further business to come before the Board the session was continued until August 1, 2006.

 

August 1, 2006

The session was continued at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board.

The Commissioners signed the Payroll Final Register for the month of July 2006.

The Commissioners approved the recommendation of the Human Resources Director to promote Dawn Mauceri of the Prosecuting Attorney’s Office to a Legal Secretary III position.

The Commissioners met with the Public Works Director regarding:  Resolution Initiating County Rd 11.2-SW/Cost Share Project; Facilities Maintenance Specialist Gary Gregory Starts Today; RAP Prospectus; Stratford Road; and City of Ephrata Agreed Order.

A motion was made by Commissioner Moore, seconded by Commissioner Allison, that Resolution No. 06-202-CC, a resolution in the matter of initiating a County Road Project Designated as CRP 06-26a, Road 11.2 SW, be passed. The motion carried.

The Commissioners approved the request of the Building/Fire Marshall for out of state travel to attend a business meeting of the ICC in Orlando, Florida September 17 – September 23, 2006.

The Commissioners approved the request of the Building/Fire Marshall to purchase an additional storage shed in the amount of $628.00.

As there was no further business to come before the Board the session was continued until August 2, 2006.

 

August 2, 2006

The session was continued at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board.

The Commissioners approved the June 26, 2006 and July 10, 2006 Commissioners’ Proceedings.

The Commissioners approved the transfer date of August 21, 2006 for June Strickler from the Prosecuting Attorney’s office to the Board of County Commissioners office.

            As there was no further business to come before the Board the session was continued until August 3, 2006.

 

August 3 2006

The session was continued at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board.

The Chair of the Board was authorized to sign the David Murphy (Sunrise Lane Long Plat), Final Plat Submission and Review, File #01-3110-01; the Will Latham (Will Latham Short Plat), Final Plat Submission and Review, File #04-3979-01; the Curt Ellison (Curt Ellison Short Plat) Final Plat Submission and Review, File #05-4358-01; and the Don Fletcher (TST Fletcher Family, LLC Short Plat), Final Plat Submission and Review, File #06-4403-01.

 

As there was no further business to come before the Board the session was continued until August 7, 2006.
